Job Highlight

The Medical Insurance Section (MIS) and the Secretariat of the United Nations Staff Mutual Insurance Society against Sickness and Accident (UNSMIS) in UNOG are responsible for the registration of members to the UNSMIS, the management of membership accounts including ASHI coverage, and the processing of the reimbursement of medical claims. It also provides administrative support to the Executive Committee of UNSMIS.

This is a position in UNOPS for supporting projects carried out for UNOG. The incumbent will be personnel of UNOPS under its full responsibility.

Job Specific Context

UNOPS has signed a financial agreement with the United Nations Office at Geneva (UNOG), to facilitate expert capacities to work on technical solutions. They will aim to mainly focus on providing business analysis and development services for analytics and systems tools for MIS.

Role Purpose

Under the overall supervision of UNOPS Senior Programme Manager or an assigned person, the incumbent will work under the guidance of Chief, UNSMIS. The main role of the ICT Specialist is to work with business owners to understand their requirements and transpose them for the technical and development teams. He/She will also perform quality assurance/testing of the developed products and develop and maintain documentation, workflows and related artifacts.

Functions / Key Results Expected

The ICT Specialist will be responsible for the following duties:

Expected Results:

1. Business Requirements Analysis Support

  • Acts as a focal point for translating user needs into clear requirements and bridging the technical divide between developers, IT personnel, business owners and product users.

  • Provides guidance to clients, analyzing clients’ requirements and support in translating these into new applications; determines application systems integration and linkage issues.

  • Researches, analyzes and evaluates new technologies and makes suggestions to supervisors for their deployment.


2. Testing and Quality Assurance Support 

  • Performs end-to-end quality assurance, do test development and planning, test implementation, test evaluation and validation pre, and post-release, managing defects, enhancements managing test cycles and supervising testers.

  • Develops detailed system and other functional specifications and user documentation for major systems.

  • Designs and builds data models/databases, data warehouses and tools to integrate and store data from several sources. Support in designing and implementing ETL processes.

  • Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. 


3. Documentation and Training Support 

  • Develops workflows, SOPs and system documentation. 

  • Participates in writing reports and papers on system-related topics, system requirements, information strategy, etc.

  • Develops training materials, operating and user manuals; trains staff in assigned systems prepare disaster recovery plans and ensures appropriate planning and training of those responsible.


4. Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.


Impact of Results 

The result of the work of the ICT Specialist impacts directly on delivery of services that satisfy the requirements of UNSMIS. It will also ensure proper processes and methodologies are followed and implemented according to the latest industry standards. The incumbent is responsible for ensuring activities for all stakeholders are in line with the overall business targets and UN policies, rules and regulations.

Education Requirements

Required:

  • Advanced university degree (Master’s degree or equivalent) preferably in information technology, computer science, engineering, statistics, or in a field related with 5 years of relevant experience OR

  • A first level university degree (Bachelor’s degree or equivalent) preferably in information technology, computer science, engineering, statistics, or in a field related to the post description with 7 years of relevant experience


Desired:

ITIL Certification is desirable.

Project management Professional (PMP) certification is desirable.

Experience Requirements

Required:

  • Relevant experience is defined as experience in acting as a focal point for translating user needs into clear requirements and bridging the technical divide between developers, IT personal, business owners and product users.

  • A minimum of four (4) years of experience in end-to-end quality assurance, with specific hands-on experience in test development and planning, test implementation, test evaluation and validation pre, and post-release, managing defects, enhancements managing test cycles and supervising testers.

  • A minimum of four (4) years of experience in developing workflows, SOPs and system documentation as well user guides and subsequent training of new users.


Desired:

  • Experience in the launch of new database and applications.

  • Experience in the management of development, product and user teams across different offices.

  • Experience in the improvement of workflow, accuracy, traceability, and interoperability. data integration across different systems.

  • Experience in change management projects, including communication plans and stakeholder engagement, and ensured smooth

  • Experience in developing tools to capture and present metrics, user feedback, and incident trends to help the prioritization and improvement of different processes and tools.
