About the Region
The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. Operations currently span Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Lao PDR, Myanmar, Nepal, Papua New Guinea, Pakistan, the Philippines, Sri Lanka, Thailand, Vietnam, and the Pacific Islands. Across these countries, we work closely with key stakeholders to strengthen partnerships and maximize impact through five main operating units: Afghanistan (AFCO), Myanmar (MMCO), South Asia Multi-Country Office (SAMCO), East Asia and Pacific Multi-Country Office (EAPMCO), and the Asia Regional Health Cluster (ARHC). Through these entities, we provide agile, client-focused service delivery across diverse sectors - including infrastructure, health, procurement, and project management - supporting the implementation of sustainable development solutions across the region.

The South Asia Multi-Country Office (SAMCO) supports UNOPS operations across six countries: Bangladesh, India, the Maldives, Nepal, Pakistan, and Sri Lanka. SAMCO delivers a broad range of services and technical expertise in climate change, water, sanitation and hygiene (WASH), infrastructure, procurement, human resource management, and fund management. Each country office is staffed with local technical experts and maintains strong partnerships with national governments, ensuring context-specific solutions and effective project implementation.

The Health Information and Quality Improvement(HIQI) project requires a skilled ICT Officer(Network) to provide technical expertise in the design, procurement, implementation, and user acceptance of a robust and secure network infrastructure for the client.

The ICT Officer(Network) will be responsible for providing expert technical support to the client in the design of their network requirements, participating in the UNOPS procurement process as a technical expert, supervising the implementation phase, and supporting user acceptance testing.

1. Network Design Support:
- Review, analyze, and validate client's network design requirements.
- Provide technical recommendations and guidance to the client on network design options, considering performance, security, scalability, and cost-effectiveness.
- Conduct market research to identify suitable networking components, equipment, and vendors.
- Develop / support the development of detailed equipment specifications and technical documentation for procurement purposes.
- Ensure network designs align with industry best practices and UNOPS IT standards and security policies.
2. Procurement Support:
- Actively participate in the UNOPS procurement process as a technical matter expert.
- Develop technical evaluation criteria for vendor proposals.
- Evaluate vendor proposals based on technical merit, compliance with specifications, and cost-effectiveness.
- Provide technical input to the procurement team during vendor selection.
3. Implementation Supervision:
- Supervise the implementation activities performed by the selected vendor.
- Ensure adherence to the tender requirements, specifications, and project timelines.
- Monitor progress, identify potential issues, and recommend corrective actions.
- Conduct regular site visits to inspect the quality of the installation and configuration.
- Provide technical guidance and support to the vendor as needed.
4. User Acceptance Support:
- Support the client and UNOPS in the user acceptance testing (UAT) phase.
- Develop UAT test plans and procedures.
- Assist users in conducting UAT and documenting test results.
- Analyze UAT results and recommend necessary adjustments or improvements.
- Ensure the network meets the client's requirements and performance expectations.
5. Documentation and Reporting:
- Maintain accurate and up-to-date documentation of network designs, configurations, and implementation activities.
- Prepare regular reports on progress, issues, and recommendations.
- Contribute to the development of IT policies and procedures.
- Ensured compliance with all technical specifications, resulting in a fully functional network.
- Facilitating successful user acceptance testing, leading to client satisfaction.

Proven experience in network design, implementation and related procurement aspects is required.

- Providing technical recommendations and guidance on network design options, considering performance, security, scalability, and cost-effectiveness.

- Experience with network security technologies, such as firewalls, intrusion detection systems, and VPNs is an asset.
Experience of working in in an international organization, multicultural environments or UN system organizations in a developing country is desired.
Experience in development or humanitarian contexts is desired.
