About the Region

The UNOPS Africa Regional Office, based in Nairobi, Kenya, oversees the delivery of over 250 projects across 40 countries, with a focus on fragile and conflict-affected settings. About the Country/Multi-Country Office

Based in Nairobi, UNOPS East and Southern Africa supports sustainable development across 14 countries, including Kenya, Malawi, Mozambique, Somalia, Tanzania, Zambia, Zanzibar, and Zimbabwe. Since 1995, UNOPS has expanded its footprint in Kenya, delivering services in project management, infrastructure, procurement, and financial management. Across the region, the office implements diverse, partner-funded initiatives that respond to national priorities. In Mozambique, this includes delivering specialized equipment (EU), supporting health services (UNICEF), promoting agro-processing (KOICA), and advancing peacebuilding efforts through a Multi-Donor Fund. UNOPS also supports agricultural input distribution and the Northern Crisis Recovery Project, both funded by the World Bank. In Malawi, efforts include developing Technical and Vocational Education and Training (TVET) centres in partnership with the EU and the British Council. These initiatives reflect UNOPS’ commitment to strengthening national capacities, enhancing service delivery, and supporting progress toward the Sustainable Development Goals (SDGs) in the region.

Job Specific Context

Under the overall guidance of the Country Manager and the direct supervision of the Urban Planning and Resilience Specialist, the Urban Planning Associate will provide substantive support to the Smart SDG Cities Programme and the UN-Habitat work in Ghana under her/his field of specialization to achieve maximum impact. 

The Urban Planning Associate will support the implementation of urban planning projects in the Country Office (CO) with a focus on developing spatial plans and maps, facilitating participatory workshops, and delivering targeted spatial analytics aligned with UN-Habitat work in Ghana.  

The Ghana Smart SDG Cities Initiative accelerates the achievement of SDGs in cities through systematic processes of data collection and analysis; developing city development strategies that incorporate Smart SDG cities approaches; strengthening key local institutional capacities in areas of planning, governance, revenue and service delivery as key to promoting sustainable urban development; advancing the implementation of high impact local initiatives through supporting their preparation and financing; and over all providing awareness and education on smart SDG challenges and solution to the inhabitant particularly women, youth and persons with disability.

Role Purpose

The Urban Planning Associate will provide technical and administrative support to the Urban Planning and Resilience Specialist in the design, implementation, and monitoring of urban planning projects in Ghana. The Associate will assist in data collection, analysis, and report writing, as well as in coordinating stakeholder consultations and capacity-building activities. The role ensures that urban planning initiatives are aligned with UN-Habitat’s goals and objectives for sustainable urban development.

Functions / Key Results Expected

Summary of key functions:

  1. Ensures provision of consistent and high-quality urban planning and resilience support to Smart SDG Cities and other UN-Habitat programmes/projects in Ghana
  2. Supports data collection and analysis and drafting of reports with a focus on ensuring effective implementation of the Smart SDG Cities Programme and other related programmes/projects
  3. Supports knowledge building, management and capacity development relating to urban planning and resilience


1.Ensures provision of consistent and high-quality urban planning and resilience support to Smart SDG Cities and other UN-Habitat programmes/projects in Ghana, focusing on the achievement of the following results:  

  • Provide timely feedback to supervisor and senior management team on urban planning and resilience related needs; 
  • Provide technical support for the elaboration of spatial plans, diagnostic reports, and stakeholder engagement materials;
  • Support the planning and design of missions to the 10 participating cities under the Smart SDG Cities Programme; 
  • Participate in Voluntary Local Reviews (VLR) workshops for the 10 participating cities, including reviewing draft VLR reports. 
  • Support engagement with government officials at the city level on ongoing basis to ensure implementation of the programme is aligned with their expectations and that their capacity is strengthened through on-the job training; 
  • Supports analytic works aiming to collect and review lessons learned from implementation and to define methodologies for effective Smart SDGs Cities and CO programmes
  • Supports the identification of priority SDG impact projects;  
  • Drafts proposals/concepts for funding in line with the mandate of UN-Habitat and Smart SDG Cities in particular; 
  • Prepares briefing papers and discussion points on urban planning and resilience for consideration by the CO; 
  • Support analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilisation.


2.Supports data collection, analysis, and drafting of reports with a focus on ensuring effective implementation of the Smart SDG Cities Programme and other related programmes/projects and the achievement of the following results:

  • Support desktop and field data collection and analysis (e.g. maps, demographic and socio-economic data, environmental assessments, etc.);
  • Provide on-going technical guidance and support to local governments on planning and reporting evidence-based development results and data quality; 
  • Manage the backend of data collected using spatial survey tools such as ArcGIS Survey 123 or KoboCollect and ensuing data integrity and quality
  • Produce thematic maps and spatial analysis to support baseline assessment of SDG performance of participating cities under the Smart SDG Cities Programme
  • Ensures the application of UN-Habitat tools in the computation of spatial indicators as part of the baseline assessment; 
  • Collection of data from various national statistical offices and other verified sources and assessing its correctness and authenticity and integrated into the urban indicators database; 
  • Analyse spatial data for geographical statistics to incorporate into documents and reports


3.Support knowledge building, management and capacity development relating to urban planning and development, focusing on the achievement of the following results:

  • Provide technical backstopping and support relevant research and analysis aimed at providing information and knowledge-base and readily useable methodologies to programme management team
  • Participate in UN working groups as directed
  • Support capacity building sessions with Local Authorities
  • Provides inputs to UN-Habitat publications and newsletters
  • Researches, analyzes, and presents best practices and lessons learned from implementation of SDG Cities initiatives with a view to advising the CO on actions to strengthen partnerships for SDG localization; 
  • Supports diagnostic assessment of key local institutional capacities in the areas of urban planning and development 
  • Supports local institutional capacity development in line with diagnostic assessment reports. 
  • Keeps abreast of emerging spatial planning tools and methodologies and proposes new ways of working, where relevant; 
  • Reflects on processes of his/her work area at key milestones and generates knowledge valuable to others in the CO;
  • Collects, documents, and analyzes data to identify trends or patterns and provide insights through reports and data visualization methods to enable data-driven planning, decision-making, presentation and reporting; 
  • Performs other related tasks as assigned by UN-Habitat senior management in Ghana.

Education Requirements

Required

  •  A minimum of 6 years of relevant work experience with completion of secondary education is required OR
  • First-level university degree (undergraduate, bachelor, or equivalent) in Urban Planning, Architecture, Geography, or a related field relevant to urban development and spatial planning r a related field with 2 years of experience. will be considered an asset.

Experience Requirements

  • A minimum of six (6) years of professional experience in urban planning and design, including the use of computer-aided design and GIS software for spatial data management
  • A minimum of two (2) years with a Bachelor’s degree and proven work experience in urban planning and design, including the use of computer-aided design and GIS software for spatial data management;


Desired

  • Experience in the management of urban development programmes and planning projects 
  • Experience in analyzing, summarizing, and presenting spatial and socio-economic datasets using relevant software (e.g., GIS, SPSS, Excel, etc.); 
  • Experience in coordinating planning-related trainings and stakeholder workshops
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages, experience in handling web-based management systems; 
  • Experience in the areas of slum upgrading and housing, and ability to code in Python or R will be an added advantage
