Under the overall supervision of UNOPS Programme Manager, with the guidance and under the supervision of the ICT Senior Advisor – ICT Infrastructure the incumbent will perform the job functions highlighted in this TOR.

With the delegated authority, the ICT Specialist – ICT Infrastructure key functions are:

Ensure adherence to IT service management best practices (e.g., ITIL framework); Coordinate the design, implementation, and lifecycle management of ICT infrastructure (compute, storage, network, virtualization, and cloud platforms); Ensure scalability, resilience, and high availability of systems; Oversee configuration management and maintain accurate system documentation
Participate in development of technical specifications and evaluation of proposals in coordination with the partner;
Serve as a liaison between ICT teams, business units, and external partners; Facilitate service management meetings, service review meetings, and reporting.
Coordination
Coordinate implementation of cybersecurity controls and compliance with organizational standards; Coordinate audits, vulnerability management, and risk mitigation activities
Coordinate development, maintenance, and testing of disaster recovery and business continuity plans; Coordinate DR exercises and ensure operational readiness of critical systems
Lead or coordinate ICT projects, including infrastructure deployments, migrations, and upgrades
Coordinate ICT service delivery in line with agreed SLAs, SDAs, and KPIs; Oversee incident, problems, and change management processes to ensure service stability and continuous improvement.
Knowledge Management
Assist in preparing and managing in the budgeting activities; assist in monitoring expenditures and ensure optimal utilization of resources; Support procurement planning and vendor selection initiatives; Assist in managing cost recovery mechanisms for ICT services provided to internal and external clients; Ensure accurate tracking, invoicing, and reporting of service consumption
Manage relationships with vendors and service providers (e.g., UNICC, cloud providers, system integrators); Assist in overseeing contract performance, compliance with SLAs, and service reviews;
Perform other duties as may be reasonably required and in line with the incumbent's scope of services above.

Required:
- Master’s degree or equivalent preferably in information systems or computer science or a related electro-communications field with 5 years of relevant experience OR
- Bachelor’s degree or equivalent preferably in information systems or computer science or a related electro-communications field with 7 years of relevant experience
Desired:
- Certification in ITIL Foundation is desirable.

Relevant experience is defined as experience in planning, design, development, implementation and maintenance of Enterprise Resource Planning systems including service delivery management for mission-critical applications and designing and implementing High Availability and Disaster Recovery solutions for complex systems.

- For retainer contracts, you must complete a few mandatory courses (they take around 4 hours to complete) in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
