The selected candidate will work as a consultant, primarily from home; however, their presence may be required at in-person meetings in Brasília, or to accompany technical visits to cities where UNOPS maintains projects. Role Purpose

O Project Management Support Specialist - Econômico PPPs  coordena e provê assistência técnica especializada no desenvolvimento, na implementação e na revisão de instrumentos econômicos aplicados a projetos de PPP, apoiando o setor público,  União, Estados e municípios, no fortalecimento de suas unidades de PPP. A função assegura a qualidade técnica das entregas, articula-se com parceiros e partes interessadas e garante o alinhamento dos produtos às políticas da UNOPS e aos padrões acordados com os parceiros.

Atua no desenvolvimento de ferramentas para estruturação, monitoramento e análise de projetos, na modelagem de mecanismos de garantia para compromissos financeiros do governo e no fortalecimento da capacidade institucional para o financiamento e a modelagem de projetos de grande escala. Por meio de estudos aprofundados, modelos de estruturação e ações de capacitação das equipes parceiras, a função contribui para que os projetos alcancem seus objetivos, consolidem parcerias estratégicas e apoiem as metas operacionais da UNOPS.

The Project Management Support Specialist - Economic PPPs coordinates and provides specialized technical assistance in the development, implementation, and review of economic instruments applied to PPP projects, supporting the public sector, including the federal, state, and municipal governments, in strengthening their PPP units. The role ensures the technical quality of deliverables, liaises with partners and stakeholders, and guarantees the alignment of products with UNOPS policies and standards agreed upon with partners.

It works on developing tools for structuring, monitoring, and analyzing projects, modeling guarantee mechanisms for government financial commitments, and strengthening institutional capacity for financing and modeling large-scale projects. Through in-depth studies, structuring models, and capacity-building actions for partner teams, the role contributes to projects achieving their objectives, consolidating strategic partnerships, and supporting UNOPS' operational goals.

Functions / Key Results Expected

PT

Entrega e Desempenho 

  • Liderar o desenvolvimento de análises econômico-financeiras aplicadas a projetos de PPP e concessão em diferentes setores de infraestrutura e serviços públicos (rodovias, ferrovias, hospitais, escolas, presídios, entre outros).
  • Conduzir estudos de pré-viabilidade e viabilidade, análises de value for money, comparador público-privado, matrizes de triagem e elegibilidade, modelos de decisão e avaliação e alocação de riscos. 
  • Assegurar a qualidade técnica das entregas, garantindo alinhamento com o marco legal de PPP e Concessão no Brasil e com os padrões da UNOPS. 
  • Contribuir para a identificação de novas oportunidades de estruturação de projetos, ampliação de escopo ou replicação de modelos em outros setores e entes públicos.


Modelagem Econômico-Financeira  

  • Desenvolver e revisar modelos financeiros integrados, abrangendo: projeções de demanda e receita; modelagem de remuneração do parceiro privado e pagamentos do setor público; estruturas de capital (dívida e equity), incluindo diferentes instrumentos de financiamento (empréstimos, debêntures, títulos, entre outros); e Capital Asset Pricing Modeling. 
  • Elaborar cronogramas físico-financeiros e incorporar premissas operacionais (custos, despesas e investimentos) aos modelos. 
  • Desenvolver todas as demonstrações financeiras do projeto: balanço patrimonial, DRE e fluxo de caixa — e modelar o retorno aos acionistas ao longo do prazo da concessão ou PPP, incluindo distribuição de dividendos e redução de capital.
     

Monitoramento e Análise de Desempenho 

  • Estruturar e implementar mecanismos de pagamento baseados em desempenho integrados à modelagem financeira. 
  • Conduzir análises de sensibilidade sobre os principais indicadores do projeto e desenvolver painéis de controle (dashboards) com premissas, resultados e alertas estratégicos, subsidiando a tomada de decisão por parte dos parceiros e das equipes de gestão.


Engajamento com Parceiros e Fortalecimento Institucional

  • Articular-se com parceiros do setor público,  União, Estados e municípios, para garantir a aderência das análises às necessidades e aos contextos institucionais de cada projeto. 
  • Contribuir para o fortalecimento das unidades de PPP por meio da transferência de conhecimento, do desenvolvimento de ferramentas analíticas e de ações de capacitação das equipes parceiras.


Gestão do Conhecimento 

  • Contribuir para a sistematização de lições aprendidas, boas práticas e referências técnicas em estruturação de PPPs. 
  • Apoiar a elaboração de relatórios, notas técnicas e materiais de referência que fortaleçam a base de conhecimento da carteira de PPPs do UNOPS Brasil.

Delivery and Performance

  • Lead the development of economic and financial analyses applied to PPP and concession projects in different infrastructure and public service sectors (highways, railways, hospitals, schools, prisons, among others).
  • Conduct pre-feasibility and feasibility studies, value-for-money analyses, public-private comparison, screening and eligibility matrices, decision models, and risk assessment and allocation.
  • Ensure the technical quality of deliverables, guaranteeing alignment with the legal framework for PPPs and Concessions in Brazil and with UNOPS standards.
  • Contribute to the identification of new opportunities for project structuring, scope expansion, or replication of models in other sectors and public entities.


Economic-Financial Modeling

  • Develop and review integrated financial models, encompassing: demand and revenue projections; modeling of private partner remuneration and public sector payments; capital structures, including different financing instruments (loans, debentures, bonds, among others); Capital Asset Pricing Modeling.
  • Develop physical-financial schedules and incorporate operational assumptions (costs, expenses, and investments) into the models.
  • Develop all project financial statements: balance sheet, income statement, and cash flow — and model the return to shareholders over the term of the concession or PPP, including dividend distribution and capital reduction.


Performance Monitoring and Analysis

  • Structure and implement performance-based payment mechanisms integrated into the financial modeling.
  • Conduct sensitivity analyses on the project's main indicators and develop dashboards with assumptions, results, and strategic alerts, supporting decision-making by partners and management teams.


Partner Engagement and Institutional Strengthening

  • Liaison partners from the public sector, federal, state, and municipal governments, to ensure that analyses align with the needs and institutional contexts of each project. Contribute to strengthening PPP units through knowledge transfer, development of analytical tools, and capacity-building actions for partner teams.


Knowledge Management

  • Contribute to the systematization of lessons learned, best practices, and technical references in PPP structuring.
  • Support the preparation of reports, technical notes, and reference materials that strengthen the knowledge base of UNOPS Brazil's PPP portfolio.

    • Desenvolvimento de arranjos de financiamento nos setores de rodovias, portos, aeroportos, saúde, entre outros;
    • Participação em licitações de grandes projetos de infraestrutura, com conhecimento sólido de editais, contratos e demais documentos legais, assim como de todas as fases do processo;
    • Trabalho em projetos financiados, patrocinados ou apoiados por organismos multilaterais, tais como Banco Mundial, IDB, IFC, CAF, etc.
    • Manipulação e análise de dados e indicadores econômico-financeiros de PPPs em Excel.
    • É necessário nível intermediário de manejo de planilhas (Excel ou Google Sheets).

  • 7 years of experience if holding a degree in economics or a related field; OR 5 years of experience if holding a master's degree; in the economic area related to the modeling of large infrastructure projects, including 2 experiences with projects that have been published
  • Experience in at least two of the following areas:
    • Development of economic feasibility studies for traditional infrastructure projects and PPPs;
    • Knowledge of public policies in the area of infrastructure development;
    • Support in the creation and establishment of PPP units;
    • Development of financing arrangements in the sectors of highways, ports, airports, health, among others;
    • Participation in tenders for large infrastructure projects, with solid knowledge of bidding documents, contracts and other legal documents, as well as all phases of the process;
    • Work on projects financed, sponsored or supported by multilateral organizations, such as the World Bank, IDB, IFC, CAF, etc.
    • Manipulation and analysis of economic and financial data and indicators of PPPs in Excel.
    • Intermediate level of spreadsheet skills (Excel or Google Sheets) is required.
