About the Group

The Executive Office provides overall leadership and direction for UNOPS, ensuring strategic alignment, operational integrity, and delivery of the organization’s mandate in support of Member States and the UN system. It drives the development and implementation of the corporate strategy and Strategic Plan, overseeing organizational performance, budget delivery, and financial accountability. 

The Office leads major transformation initiatives, including cultural reform, while strengthening systems for governance, risk management, decision-making, and performance reporting. Externally, it represents UNOPS to the Executive Board, Member States, UN partners, and key stakeholders, positioning the organization as a trusted partner in advancing the 2030 Agenda and UN Development System repositioning.

Through strategic leadership, transparent governance, and effective communications, the Executive Office enhances organizational impact, visibility, and trust, ensuring UNOPS remains fit-for-purpose in a dynamic global environment.

Job Specific Context

The Climate Action Programme (CAP) is an organization-wide initiative dedicated to addressing climate change by reducing greenhouse gas emissions and enhancing climate resilience in its operations and project life-cycle, with a focus on renewable energy transition, operational efficiency, and sustainable development. 


UNOPS 2026-29 Strategic Plan includes an ambition of reducing UNOPS climate footprint, as part of the UN global priority of combating climate change. The CEB-approved UN Sustainability Strategy (UNSS) 2020-2030 places a similar expectation on UN system agencies, with a view of aligning to the IPCC emission reduction targets. 


Within UNOPS, the CAP has small, dedicated teams of climate specialists supporting on-the-ground transformation.  This includes working with the portfolio of offices across 6 regions to reduce operational climate emissions and reduce the vulnerability of our personnel and operations to climate impacts.  Equally important is our work across our service lines to influence and support the design and implementation of low carbon, resilient solutions.  

Role Purpose

The Climate Senior Analyst supports the effective delivery of UNOPS’ climate programme by assimilating data and performing analysis , strengthening reporting, and enabling capacity-building across field operations. The role works with field office focal points to collect and quality-assure data, maintain dashboards and progress-tracking tools, and provide day-to-day technical support, while contributing research, guidance, training materials, and case studies that help mainstream climate goals. With a specific focus on building and travel emissions, the role supports energy-efficiency initiatives across field offices that translate corporate climate commitments into measurable operational results.

Functions / Key Results Expected

  1. Climate Action, Monitoring and Reporting

  • Contribute to the implementation of UNOPS climate action/ activities.

  • Contribute to climate action reporting for internal and external stakeholders.

  • Contributing to the development of new methodologies through research, data analysis, and preparation of visual materials, presentations and other analytical content.

  • Review on an ongoing basis existing guidance, tools and good practices for actions towards mitigation and reporting greenhouse gas (GHG) emissions.

  • Support the corporate Environmental and GHG reporting process by coordinating the collection of reports from field offices, interfacing with focal points, responding to technical and operational queries, and contributing to data quality assurance.

  • Support the development of metrics, progress reports, dashboards and other analytical tools.

  • Monitor progress on climate action work, including the work plan and roadmap.

  • Support coordination on climate-related initiatives with other units, field offices, and relevant internal and external stakeholders.


  1. Capacity Building

  • Support the development of practical guidance for the incorporation of climate into our projects and operations.

  • Support creation and roll out of capacity development and training materials for climate activities and actions - both internal subject matter experts and external, including partners and suppliers.

  • Collaborate with relevant internal stakeholders and experts on the translation of technical materials for online and in-person training sessions and e-learning modules.

  • Promote communications and knowledge sharing around climate and our service lines.

  • Contribute to the successful organization of climate-related events, e.g. workshops, conferences, webinars, and panel discussions.

  • Support the development of pilots to trial new criteria and approaches with country offices, project teams, partners, and other stakeholders.

  • Provide technical climate support to country offices, project teams, partners, and other stakeholders.

  • Contribute to UNOPS knowledge management by capturing case studies and best practice examples of climate-related activities throughout UNOPS.

  1. Buildings

  • Support in liaison  with selected COs and the UNDP Green Energy Team to plan and deploy solarisation assessment missions; oversee the assessments, draft  technical feedback, and assist the emission reduction specialist in day-to-day coordination with  both UNDP and the UNOPS COs to ensure satisfactory delivery.

  • Support selected country offices with the Edge certification process and related activities.

  • Support selected COs in conducting a remote assessment of their energy performance and developing an action plan for reducing their energy consumption and GHG emissions.

  • Support the testing and verification of installed smart meters and IoT sensors on UNOPS premises, in coordination with country offices.

  • Support round the year tracking, updating and maintenance of smart meters and IoT sensors, including coordination with the external support and service providers as required.

Education Requirements

Required

  • Bachelor’s degree (or equivalent) in Environmental Science, Climate Science, Energy Management, Architecture, Engineering, Planning, or any related discipline with 4 years of relevant experience OR

  • Master’s degree (or equivalent) in any of the above or related disciplines with 2 years of relevant experience is required.

Experience Requirements

Required

  • Relevant experience is work in climate change (mitigation and adaptation), environment management, renewable energy, or sustainable development

  • Knowledge and application of Google Workspace tools, including Sheets, Docs, Slides and Drive, is required.

  • Advanced knowledge of AutoCAD and ability to produce high quality CAD drawings is required.

  • Knowledge of energy efficiency and green building certification systems is required. 


Desired

  • Experience in resilient infrastructure planning, development/use of decarbonization, and carbon footprint reduction methodologies is desired.

  • Experience in project, knowledge, communication, information, and stakeholder management is desired.

  • Accreditation of green building systems like LEED AP, Edge Expert or BREEAM Expert is an asset.
