About the Region

The UNOPS Middle East Region (MR) provides strategic leadership, performance oversight, and support to UNOPS operations across Iraq, Jordan, Lebanon, Syria, Yemen, and the State of Palestine. MR is responsible for positioning UNOPS as a key development partner in the region through high-level engagement with regional bodies, UN coordination mechanisms, development banks, donors, and intergovernmental organisations. About the Country/Multi-Country Office

Established in 2004, the UNOPS Amman Multi-Country Office (MCO) provides strategic and operational support to partners across Jordan, Syria, Lebanon, Iraq, Yemen, and the Gulf countries. The MCO delivers solutions that address development, peace, and humanitarian challenges through infrastructure, procurement, project management, and human resources services. Working in close collaboration with national governments, UN agencies, and donors, the office supports efforts to advance the Sustainable Development Goals. Its portfolio includes large-scale operations focused on improving essential services, strengthening national systems, and enhancing resilience in complex and fragile settings.

Job Specific Context

The Community Engagement - Senior Analyst will play a crucial role in the "Community-based Wildfire Risk Management in Lebanon’s Vulnerable Landscapes" project. This project aims to reduce wildfire risks in selected hotspots in Lebanon by improving forest landscape management through community engagement. The senior analyst will be responsible for identifying and engaging relevant community groups, strengthening community participation, and ensuring the effective implementation of community-based management requirements within the project's framework. This position requires a deep understanding of community dynamics, sustainable forest management, and wildfire risk mitigation strategies in the Lebanese context.


Role Purpose

The Community Engagement - Senior Analyst will provide technical expertise and support to ensure effective community engagement in the development and implementation of sustainable forest management and wildfire management activities under Component 2 of the project. The technical analyst will strengthen local ownership, social cohesion, and long-term sustainability of forest and wildfire management interventions through participatory planning and capacity development at the community level.


Functions / Key Results Expected

1. Community Engagement Strategy and Implementation

  • Analyze community dynamics, socio-economic factors, and existing governance structures in the project's target areas to inform the development of a comprehensive community engagement strategy.
  • Develop and implement participatory approaches for engaging local communities in the planning, implementation, and monitoring of sustainable forest management and wildfire risk reduction activities.
  • Establish and maintain effective communication channels with community groups, local authorities, and other relevant stakeholders to ensure their active involvement and ownership of project interventions.
  • Facilitate community consultations, workshops, and training sessions to raise awareness about wildfire risks, promote sustainable forest management practices, and build local capacity for wildfire prevention and response.

2. Stakeholder Coordination and Partnership Building

  • Identify and engage relevant stakeholders, including community leaders, local NGOs, government agencies, and private sector actors, to foster collaboration and synergy in the implementation of project activities.
  • Establish and maintain strong working relationships with local partners to leverage their expertise, resources, and networks for effective community engagement and project delivery.
  • Facilitate regular coordination meetings and information sharing among stakeholders to ensure alignment of efforts and address any challenges or conflicts that may arise.
  • Support the development of partnership agreements and memoranda of understanding with key stakeholders to formalize collaboration and ensure long-term sustainability of project interventions.

3. Capacity Development and Knowledge Sharing

  • Assess the capacity development needs of local communities and partner organizations in relation to sustainable forest management and wildfire risk reduction.
  • Design and deliver targeted training programs, workshops, and mentorship opportunities to enhance the knowledge, skills, and competencies of community members and local stakeholders.
  • Develop and disseminate knowledge products, best practices, and lessons learned on community engagement in sustainable forest management and wildfire risk management through various channels, including publications, websites, and social media.
  • Support the establishment of community-based monitoring systems to track the progress and impact of project interventions and ensure accountability to local stakeholders.


4. Monitoring, Evaluation, and Reporting

  • Develop and implement a monitoring and evaluation framework to assess the effectiveness of community engagement activities and their contribution to project outcomes.
  • Collect and analyze data on community participation, stakeholder satisfaction, and the impact of capacity development initiatives to inform adaptive management and improve project performance.
  • Prepare regular progress reports, case studies, and other documentation to communicate the results of community engagement activities to project management, donors, and other stakeholders.
  • Conduct field visits and participatory assessments to gather feedback from local communities and ensure that project interventions are responsive to their needs and priorities.

Education Requirements

Required

  • Masters degree or equivalent with 2 years of relevant experience.

  • Bachelors degree or equivalent with 4 years of relevant experience.

  • Technical/Professional License with 6 years of relevant experience.

  • High School Diploma with 8 years of relevant experience.

  • Secondary School Diploma with 8 years of relevant experience.


Desired

  • Degree in Social Sciences, Environmental Studies, Forestry, or related field.

  • Certification in community engagement or related field.

Experience Requirements

Required

  • Minimum of 2 years of experience in community engagement, stakeholder coordination, or participatory development in the context of natural resource management or environmental conservation.

  • Experience in designing and implementing community-based projects, preferably related to sustainable forest management or wildfire risk reduction.


Desired

  • Experience working in Lebanon or the Middle East region.

  • Experience with international development organizations or UN agencies.
