Job Highlight

This is a position in UNOPS for supporting projects carried out for or in the United Nations Office of Counter Terrorism (UNOCT). The position supports the work of the Global Programme on Prosecution, Rehabilitation and Reintegration (PRR) and the UNOCT/UNCCT Global Programme on Preventing/Countering Violent Extremism (PCVE). The incumbent of this position will be a personnel of UNOPS under its full responsibility.

UNOPS Development and Special Initiatives team works with UN partners and Member States. This portfolio offers support for various initiatives and priorities of the UN Secretary-General in pursuit of the 2030 Agenda and the Sustainable Development Goals. Additionally, it helps the UN Secretariat in implementing global programs in areas such as political affairs, climate, counterterrorism and peacebuilding, among others.

Job Specific Context

UNOPS DSI has signed an agreement with the United Nations Office of Counter-Terrorism to implement project activities under the Global Programme on Preventing/Countering Violent Extremism (PCVE)  within UNOCT.

The United Nations Office of Counter Terrorism (UNOCT) was established by the General Assembly in June 2017. UNOCT has five mandated functions:

 (1) Provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; 

(2) Enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy; 

(3) Strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; 

(4) Improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and 

(5) Ensure that due priority is given to counterterrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy.

Role Purpose

Under UNOPS supervision and working in close collaboration with UNOCT teams, the Programme Development & Monitoring and Evaluation Advisor will be responsible for providing technical guidance and strategic advice to different UNOCT programmes.

Functions / Key Results Expected

Under the supervision of the Senior Portfolio Manager and in coordination with the Programme Manager of the  Global Programme on Prosecution, Rehabilitation and Reintegration (PRR) and the UNOCT/UNCCT Global Programme on Preventing/Countering Violent Extremism (PCVE) the Programme Development and Monitoring and Evaluation Advisor will, inter alia:

  • Lead the design and development of PRR and PCVE programmes and projects.

  • Conduct needs assessments and gaps analyses.

  • Lead consultations with project partners, civil society, and others on programme/project design, development, and monitoring & evaluation.

  • Develop programme/project documents, implementation plans, and Monitoring & Evaluation frameworks.

  • Facilitate resource mobilization and donor engagement.

  • Lead proposal development and donor reports.

  • Provide technical guidance to the PRR/PCVE Staff in the design and the implementation of a robust Monitoring and Evaluation (M&E) framework;

  • Participate and advise on the continued development and incorporation of good practice and lessons learned into the M&E framework, 

  • Provide advice to UNOPS consultants and other relevant partners to increase their technical capacities in the area of data collection, monitoring and reporting on project activities; 

  • Ensure that monitoring and evaluation components are well integrated into implementation plans, taking into consideration gender and human rights issues;

  • Oversee the implementation of M&E activities carried out by UNOPS retainers, providing advice when relevant, to support the delivery of high-quality M&E related products;

  • Deliver or support the delivery of capacity building activities in the area of M&E;

  • Provide strategic inputs on technical documents, including M&E products, reports and proposals, as needed;

  • Participate in debriefing sessions following the implementation of activities, to capture lessons learned and good practices;

  • Prepare a variety of high-quality, written substantive outputs, including analyses, presentations, training materials, summary reports, related to their assignments.

Education Requirements


  • Advanced university degree (Master’s or equivalent), preferably in statistics, mathematics, development studies, political science, international relations, public administration, project management, or other relevant fields with seven (7) years of relevant experience is required. OR


  • First level university degree (Bachelor’s or equivalent)  preferably in statistics, mathematics, development studies, political science, international relations, public administration, project management, or other relevant fields with nine (9) years of relevant experience is desired.

Experience Requirements

Required:

  • Relevant experience is considered  progressively responsible experience in design, monitoring and evaluation of projects/programmes. 

  • Knowledge of M&E and results-based management of programmes is required.

Desired:

  • Experience running capacity building workshops in M&E, designing and providing technical assistance to a range of audiences, including to senior government officials would be an asset. 

  • Experience working in diverse country contexts would be an asset.

  • Experience in evaluation of highly complex and sensitive global issues, such counter-terrorism, would be an asset.   

  • A minimum of two (2) years working experience with multilateral organizations is desired.
