About the Region

The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. Operations currently span Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Lao PDR, Myanmar, Nepal, Papua New Guinea, Pakistan, the Philippines, Sri Lanka, Thailand, Vietnam, and the Pacific Islands. Across these countries, we work closely with key stakeholders to strengthen partnerships and maximize impact through five main operating units: Afghanistan (AFCO), Myanmar (MMCO), South Asia Multi-Country Office (SAMCO), East Asia and Pacific Multi-Country Office (EAPMCO), and the Asia Regional Health Cluster (ARHC). Through these entities, we provide agile, client-focused service delivery across diverse sectors - including infrastructure, health, procurement, and project management - supporting the implementation of sustainable development solutions across the region.

About the Country/Multi-Country Office

The East Asia and Pacific Multi-Country Office (EAPMCO), headquartered in Bangkok, supports UNOPS operations across 24 countries in Southeast Asia, Northeast Asia, and the Pacific. Established in January 2023, EAPMCO provides strategic direction, operational support, and quality assurance to ensure the efficient and effective delivery of projects across its portfolio. EAPMCO implements initiatives in priority areas such as energy transition, climate change, and sustainable development, drawing on UNOPS' core expertise in human resources, procurement, infrastructure, fund management, and programme management.

About the Project Office

Established in 2016, UNOPS Philippines supports the government and development partners in advancing sustainable development through services including sustainable procurement, project and grant management, infrastructure, and logistical support. UNOPS projects in the Philippines focus on key areas such as governance, justice, health, and infrastructure, with a strong emphasis on capacity building, community resilience, and accelerating progress toward the Sustainable Development Goals (SDGs).

Job Specific Context

EAPMCO Thailand is a UNOPS business unit under the South East Asia and Pacific Region. It was established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific. 


The Human Resources Services Team (HRST), was established in 2011 in Bangkok, Thailand and it delivers HR transactional services on behalf of UNOPS’s to  major UN clients. Through this service provision stream, HRST enhances the operational capacity of UNOPS to serve partners with large-scale and high volume HR services through need-driven corporate level project services.  In support of, and to best serve client's needs, HRST has developed and utilizes standardized and unified systems and processes born of extensive experience that ensures the highest quality of services and cost-effectiveness for partners.


Supplemental to the above, HRST also services partners’ on whose behalf it undertakes complete Project Implementation with in-house expertise spanning the whole of the Project Management Lifecycle (LEAD Generation, Costing and Budget Preparation, UNOPS internal systems management, through to Project Closure). With its extensive experience base in Project Management related services, including but not limited to Administration, Financial and Portfolio Management, Partner (client) Engagement and Management, Procurement as well as HR Transactional Services HRST has a strong base upon which to lay the foundation for increasing its overall business acquisition.


Reporting to the Project Manager (PM), who provides general guidance and supervision, the Portfolio Senior Assistant (Finance and Administration Support) supports the PM in monitoring all aspects of project financial progress and implementation, identifying operational and financial problems and assists in resolving them and taking appropriate action. S/He provides support to the Project Manager in all aspects of the project finance including  Engagement Acceptance, Project Budget Preparation and cost recovery, Monitoring of donor contributions and project financial expenditures, Financial Reporting, Project closure, financial oversight, Finance knowledge management and support.

Role Purpose

The Portfolio Senior Assistant (Finance and Administration Support) provides essential financial and administrative support for project implementation. Under the guidance of the Project Manager and Senior Project Staff, the incumbent is responsible for assisting with budgeting, monitoring expenditures, processing transactions, and preparing standardized financial reports to support project planning, execution, and closure in compliance with UNOPS Financial Rules and Regulations.

Functions / Key Results Expected

  1. Project budgeting and cost recovery

  • Assist the Project Manager in the preparation and data consolidation for project budgets and engagement amendments in line with UNOPS Financial Rules and Regulations.

  • Process budget revisions and engagement amendments in the system upon instruction and verified approval.

  • Assist in maintaining and updating budget tracking tools and templates under the guidance of the Project Manager 


  1. Project financial monitoring and transaction support

  • Support the monitoring of project financial performance by tracking budget, delivery, and expenditures against targets, flagging any discrepancies to the Project Manager.

  • Monitor project commitments and cash flow against signed agreements, assisting with the follow-up on due payments as directed.

  • Regularly review project transactions in the financial dashboard and General Ledger, bringing issues of shortfalls or over-expenditures to the attention of the Project Manager.

  • Verify and process routine project transactions, ensuring supporting documentation is complete and complies with applicable rules and guidelines.


  1. Financial reporting and data management

  • Prepare routine and ad-hoc financial reports and data extracts as per project agreements and donor formats for review by the Project Manager.

  • Ensure accuracy of project financial data entered and maintained in UNOPS ERP system (e.g., oneUNOPS).

  • Maintain organized and complete supporting documents for all project financial transactions for audit and review purposes.

  • Coordinate with the Finance Unit for the posting of cost recoveries and other routine accounting entries.


  1. Project financial closure support

  • Assist the Project Manager in the financial closure of projects by compiling necessary documentation, settling balances, and supporting the preparation of completion reports.

  • Act as the operational support for Engagement Closure, ensuring all financial documentation is complete and correctly archived in the system.


  1. Knowledge management 

  • Document and file key financial requirements from donor agreements related to reporting and closure.

  • Apply existing financial guidelines and procedures to daily project finance tasks.

  • Support the collection and filing of finance-related information in the UNOPS knowledge management platform as directed.

Education Requirements

Required

  • Secondary school (or equivalent) with 5 years of relevant experience OR

  • A university degree (preferably in finance, accounting, business administration or related area) with 1 year of relevant experience is required.

  • Demonstrable proficiency in the use of collaboration and productivity tools (e.g. MS Office, G-Suite, etc) and web-based management systems.


Desired
