UNOPS has signed an agreement with the United Nations Development Programme (UNDP) to implement the project activities for the Global Programme on Nature for Development.
UNDP’s Global Programme on Nature for Development brings together three different initiatives -- the Equator Initiative, the National Biodiversity Initiative, and the Global Forest Initiative (New York Declaration on Forests Global Platform) under one program in order to identify, foster, showcase and celebrate nature-based solutions that help achieve the 2030 Agenda for Sustainable Development at local, national, and international levels. The work of the Global Programme on Nature for Development contributes to UNDP's Strategic Plan 2018-2021 by charting sustainable development pathways through the conservation, restoration and sustainable management of biodiversity and ecosystems; and by promoting
inclusive and effective democratic governance in the area of natural resources.

The Global Programme on Nature for Development delivers large scale global and country level capacity building initiatives to support implementation of the Global Biodiversity Framework and related nature-based policy commitments. These initiatives rely on coordinated e learning, digital knowledge products, and structured learning pathways delivered through external vendors, partners, and consultants.
The Capacity Building Specialist (E-Learning) will play a central role in providing technical oversight, quality assurance, and strategic coordination of digital learning and capacity building activities across the programme. The position will ensure that learning initiatives are coherent, aligned with programme objectives, and meet UNOPS quality standards, while supporting effective collaboration among UNDP, UNOPS, vendors, and implementing partners. The role requires strong coordination, analytical, and advisory skills, with a focus on governance of learning processes rather than hands on content development.

Under the supervision of the Senior Technical Manager, the Capacity Building Specialist E Learning will support the planning, coordination, and oversight of e learning and capacity building initiatives under the Global Programme on Nature for Development. The role focuses on ensuring the strategic alignment, quality, and effectiveness of digital learning products and capacity development activities delivered through external service providers and partners.
The incumbent will advise programme teams on learning approaches, oversee vendor delivered outputs, support monitoring of learning outcomes, and contribute to strengthening the governance and consistency of capacity building efforts across the programme. The position supports the broader objective of enabling countries and stakeholders to implement ambitious biodiversity and nature related commitments through effective, high quality learning and knowledge solutions.

- Provide guidance on e-learning and capacity building approaches across programmes
- Ensure alignment of learning initiatives with UNOPS policies, corporate learning standards, and partner priorities
- Provide technical support to programme teams in selecting appropriate learning modalities, delivery approaches, and sequencing.
- Review and validate learning designs, curricula, and digital learning products developed by vendors and consultants
- Ensure compliance with adult learning principles, accessibility standards, and quality benchmarks
- Provide technical feedback and recommendations for improvement throughout the learning lifecycle
- Support the management and coordination of external vendors, consultants, and service providers delivering learning products
- Review terms of reference, deliverables, and workplans related to learning activities
- Monitor progress against agreed outputs, timelines, and quality standards
- Provide oversight of learning management systems and digital platforms used for delivery
- Review platform usage data, learning analytics, and performance metrics
- Advise on platform improvements and optimization in coordination with technical teams
- Support learning needs assessments and capacity development strategies
- Oversee monitoring, evaluation, and reporting of learning outcomes and impact
- Contribute to continuous improvement of capacity building approaches
- Liaise with subject matter experts, partners, and internal teams to ensure relevance and consistency of learning initiatives
- Document lessons learned, good practices, and recommendations for future learning programmes
- Facilitate high-level learning events and coordination meetings as required

A Master’s degree preferably in international relations/development, communication, sustainable development, economics, environmental management/sciences, law, social/political science, economy, finance, business and management, education or other closely related fields aligned with natural resource management is required.
Desired
First level university degree (Bachelor’s or equivalent) in combination with 2 additional years of relevant experience may be accepted in lieu of an advanced university degree.

A minimum of five (5) years of working experience on at least one of the following topics at a conceptual or practical level is required: environment, nature, natural resource management, programme management, biodiversity/climate change; human/civil/indigenous/women’s rights; e-learning, digital learning programmes, capacity building initiatives, public information, civil society engagement and education.
Even though the level of the position is indicated as IICA-2, depending on the incumbent's personal situation (candidate with national ID or resident permit), a local fee scale (LICA-10) might be applied in determining the contractor's fee.
