Project Background:

The Milne Bay Project is a climate-resilient infrastructure initiative funded by the Australian Government through the Department of Foreign Affairs and Trade (DFAT), and implemented in Papua New Guinea. The project aims to deliver practical, climate-resilient infrastructure solutions in Rabaraba, Esa’ala, and the Deboyne Islands within Milne Bay Province.

The initiative is aligned with Papua New Guinea’s National Water, Sanitation, and Hygiene (WASH) Policy 2015–2030, which seeks to expand access to safe drinking water and basic sanitation for all citizens. The policy prioritizes the reduction of waterborne diseases, the promotion of integrated and sustainable water resource management and empowerment of communities to participate in WASH service delivery.

Interventions for Deboyne Islands is among the key work packages under the Project and it entails the construction of climate-resilient WASH facilities across selected public institutions. Planned interventions include the installation of rainwater harvesting systems, dehydration toilets and solar powered lighting across all the selected public institutions and construction of an assembly hall in one of the institutions.

Overall, the Milne Bay Project supports the Government of Papua New Guinea’s ambition to achieve universal access to improved water, sanitation, hygiene, and electricity services as outlined in the Medium Term Development Plan IV (2023–2027). The project contributes to several Sustainable Development Goals (SDGs) and aligns with DFAT’s strategic priorities by providing sustainable, inclusive, and climate-resilient infrastructure—particularly for marginalized and vulnerable populations, including women, girls, persons with disabilities, and communities exposed to climate change, sea-level rise, and extreme weather events.
