The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. Established in 1996, UNOPS Myanmar is a key partner in the country’s humanitarian and development efforts, with a strong, long-standing presence on the ground. UNOPS supports both chronic and sudden-onset needs across Myanmar, offering flexible and responsive solutions. UNOPS manages several major development funds, including the Livelihoods and Food Security Fund, the Access to Health Fund, and the Joint Peace Fund. Through the Asia Regional Health Cluster, UNOPS also serves as the Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria, and implements the Regional Artemisinin-Resistance Initiative Towards Elimination of Malaria (RAI3E) programme. UNOPS Myanmar's core strengths lie in fund and programme management, infrastructure, and procurement, delivering tailored, high-impact solutions to support the priorities of government and development partners.

The UNOPS Myanmar 3PI Team is dedicated to building essential infrastructure, including WASH facilities, shelters, and health facilities in remote and hard-to-reach areas. Our interventions also encompass renewable energy solutions aimed at addressing gender and protection issues for marginalised populations in IDP camps. Additionally, the 3PI Team has procured and distributed medical supplies, essential non-food items (NFIs), and hygiene kits to remote hard-to-reach regions and areas in Myanmar. The 3PI Team is also implementing a program designed to assist displaced populations. The program focuses on fostering resilience and self-reliance among internally displaced persons (IDPs) and host communities.
** IMPORTANT INFORMATION **
This Vacancy Announcement is to establish a roster of qualified retainers available for potential short-term assignments within the UNOPS Myanmar Multi-Country Office (MMCO). Retainer positions are not full-time positions. They constitute a contract under which the Retainer may be requested to provide a specific output/deliverable on short notice within a specified period. When holding a retainer contract, individuals may receive ad hoc requests from UNOPS project teams, and the number of requests will vary depending on current needs. UNOPS shall have no obligation to obtain any minimum quantity of services from the Individual Contractor during the duration of the retainer ICA.
While the contract modality for this Vacancy Announcement is an ICA retainer contract on project or assignment basis, UNOPS may offer on a need basis a full-time employment for a specified consecutive period of time (up to one year maximum) - with the possibility to go back and forth between the two contract modalities, pending acceptance of the incumbent of the assignments proposed to him/her.

The retainer will operate under the direct supervision of the Senior Programme Manager or his/her assignees, providing technical expertise to support the design, implementation, supervision, and documentation of Water, Sanitation, and Hygiene (WASH) projects.
Responsibilities include ensuring high-quality design documentation, transparency, integrity, and compliance with technical requirements, specifications, timelines, and budget constraints. The retainer will utilise specialised engineering software and applications specific to WASH systems.

1. Design and Documentation Support:
Participate in preparing needs assessments for WASH infrastructure, including water pumping stations, storage facilities, transmission and distribution networks, and produce detailed reports.
Participate in preparing/reviewing designs for water supply systems, wastewater management, drainage networks, sanitation facilities, and water metering systems (including district water metering).
Support in developing/reviewing Terms of Reference, drawings, technical specifications, scopes of work, bills of quantities, cost estimations, and design calculations for WASH projects.
Assist in preparing tender documents for consultancy, supply, and construction works and contribute to proposal evaluations.
2. Works Execution Coordination Support:
Collaborate with assigned project team members to support project planning, scheduling, and integrated design development for WASH interventions, including water pumping and transmission networks.
Conduct site inspection visits and support in preparing detailed site visit reports, noting progress, issues, and photographic documentation (before, during, and after), along with lessons learned.
Support in overseeing contract deliverables, ensuring they align with contract terms, high international standards, and organisational requirements.
Participate in coordinating system testing, commissioning, training, and final handover to beneficiaries, with a focus on water pumping, storage, and metering systems.
3. Monitoring and Progress Controls:
Support in ensuring contractors’ compliance with Quality Management Plan and Health, Safety, Social, and Environmental (HSSE) plans specific to WASH projects.
Participate in coordinating and documenting meetings with contractors, technical supervisors, and other stakeholders, contributing to meeting minutes for WASH-related discussions, including issues related to water transmission, distribution, and metering systems.
4. Technical Review and Quality Assurance:
Support in preparing/reviewing comprehensive design documentation, including design briefs, reports, calculations, drawings, specifications, and schedules in accordance with beneficiary requirements and international standards.
Assist in reviewing the technical accuracy and suitability of designs for water pumping stations, storage tanks, transmission and distribution networks, and metering systems, offering practical solutions where applicable.
Support in ensuring all tasks meet applicable Quality Management Plan (QMP) and Quality Control (QC) standards.
Produce/review high-quality AutoCAD drawings and maintain accurate site records for all memos, instructions, and materials related to WASH projects.
The incumbent may be assigned additional relevant tasks as necessary to support project objectives and organisational goals.
Final Product
Deliver tasks delegated by the supervisor on time and as per the required cost and quality parameters. Ensure that WASH projects are designed and implemented with high quality, adhering to applicable local, international, and organisational standards. Ensure adherence to relevant Health, Safety, Security, and Environmental procedures, as well as Protection against Sexual Exploitation, Abuse and Harassment (PSEAH) measures throughout the project implementation, in line with the country’s PSEAH action plan.

Bachelor’s degree (or equivalent) in Civil/Mechanical/Water Resources Engineering or related fields with 2 years of relevant experience OR
Master’s degree (or equivalent) in any of the above or related fields with 0 years of relevant experience is required.
Desired
A globally or nationally recognised professional certificate in Project Management is an asset.
A globally or nationally recognised professional certificate in Engineering is an asset.
Certification in Water Distribution or Pumping Systems Design (e.g., from ASCE, AWWA, or other recognised institutions) is highly desirable.
Certification in hydraulic modelling software such as EPANET or WaterCAD is highly desirable.
