About the Group

The Procurement Group (PG) leads UNOPS’ effort to enable public procurement to be a catalyst for sustainable development. Based in Copenhagen but connecting all parts of the organization that contribute to sustainable procurement, we articulate the organization’s sustainable procurement practice strategy and provide thought leadership to position UNOPS with its partners. We foster innovative solutions for responsible supply chains, manage critical data and systems, drive digital innovation, develop systems to support effective purchasing, and drive our suppliers’ responsibility. Furthermore, PG is actively developing capacities for data-driven decision-making and foresight to enhance procurement outcomes. PG enables the operationalisation of the public procurement principles. It aims to bridge the gap between policy and implementation, and supports UNOPS teams worldwide through strategic advice, organization-wide knowledge-sharing, capacity building, insightful reporting and managerial oversight of UNOPS procurement activities. Job Specific Context

UN Web Buy Plus (www.unwebbuyplus.org) is UNOPS e-commerce solution for the humanitarian and development sector. Through UN Web Buy, partners can access UNOPS procurement services for selected commodities based on Long Term Agreements. The platform offers 18 different catalogues and is constantly expanding its offering through new catalogues. 

This position will focus on expanding the UN WebBuy Plus catalogue by establishing Long Term Agreements (LTAs) specifically for Electric and Hybrid Vehicles and associated charging solutions with suppliers capable of providing such equipment globally.

Please note that this recruitment is for a retainer position (this is not a full-time, but a consultancy-based position). 

Role Purpose

The Technical Procurement Specialist (Retainer) will provide authoritative advice on the application of established procurement policies and procedures, adapting existing policies, approaches, and models to meet emerging client or project needs related to Electric and Hybrid Vehicles and associated charging solutions. The role involves independently managing the technical aspects of the procurement process, from developing specifications to evaluating bids, ensuring compliance with UNOPS standards and contributing to the expansion of sustainable procurement options.

Functions / Key Results Expected

1. Technical Specification Development


  • Establishing comprehensive technical specifications for different types of commodities, specifically Electric and Hybrid Vehicles and charging devices, that will be used by the UN Web Buy team in Copenhagen to publish suitable tenders.

2. Tender Support


  • Answering potential requests for clarifications from bidders during the tender publication stage, providing technical expertise and guidance.

3. Technical Evaluation


  • Performing the technical evaluation of bids and developing a technical evaluation report in compliance with UNOPS Procurement procedures, in order to award Long-term Agreement (LTA) contract(s) to one or several suppliers.

4. Documentation and Compliance


  • Maintaining accurate, current, and comprehensive documentation for each area of responsibility, ensuring transparency and auditability of the procurement process.

Education Requirements

Required

  • Bachelor’s degree (or equivalent) in the field of Electrical Engineering, Automotive Engineering with a focus on electric vehicles, or other relevant types of mechanical/electrical engineering with 7 years of relevant experience OR

  • Master’s degree (or equivalent) in any of the above or related fields with 5 years of relevant experience is required

Experience Requirements

Required

  • Relevant experience is work in the field of Fleet management, Automotive industry, Electric and Hybrid Vehicles and associated charging solutions (design, manufacturing, procurement, sales, maintenance and repair, EV and Hybrid fleet management, etc.).


Desired

  • Relevant experience working in developing countries (e.g., in South Asia and in Sub-Saharan Africa) is desirable. 

  • Experience in procurement or fleet management of Electric and Hybrid Vehicles is desirable. 

  • Experience in developing technical specifications for large-scale or international procurement exercises is desirable. 

  • Experience of procurement with UNOPS and in the UN is an asset.
