About the Region

The Europe and Central Asia Regional Office (ECR), based in Geneva, is responsible for the effective management, coordination and oversight of UNOPS operations across the region. The ECR region spans the Western Balkans, Ukraine and Eastern Europe, Central Asia, South Caucasus, and Türkiye, where UNOPS works with partners to achieve sustainable impact in health, education, environmental management, housing, rule of law, good governance, economic development, and social inclusion. With a wealth of experience in procurement, infrastructure, project and grant management, UNOPS in the region directly implements projects, provides technical advisory services and capacity building to advance the Sustainable Development Goals in support of national governments.

About the Country/Multi-Country Office

Since opening in 2019, the UNOPS Austria Multi-Country Office (AUMCO) in Vienna has served as a hub for operations across 12 countries in South-East Europe, Türkiye, the South Caucasus, and Central Asia. AUMCO delivers technical expertise, operational support, and sustainable infrastructure solutions for governments, donors, and international financial institutions. Flagship initiatives include Blueing the Black Sea—a GEF and World Bank partnership to reduce pollution and promote sustainable development—and Türkiye’s post-earthquake recovery programme, enhancing protective services for women and children. In Albania, projects revitalise cultural heritage and advance digital justice, while in Kosovo, new university infrastructure supports higher education. In Georgia, AUMCO facilitates the Eastern Partnership European School and strengthens rule of law and digital health access. Across Central Asia, activities range from health system strengthening in Uzbekistan to hazardous waste management in Tajikistan. AUMCO also supports UNOPS’ global Water, Environment, and Climate portfolio, reinforcing its role as a regional and thematic centre of excellence.

About the Project Office

Since establishing its presence in Tashkent in 2023, UNOPS has been supporting healthcare infrastructure and service delivery across Uzbekistan. Key initiatives include: - COVID-19 Emergency Response – Strengthening resilience to pandemics by upgrading over 150 Sanitary-Epidemiological Committee facilities. The project delivers infrastructure improvements, diagnostic equipment, an ICT-based national epidemiological surveillance system, and expanded patient treatment capacity. - Oncology Services Development – Enhancing access to quality cancer care by equipping 14 regional hospitals with advanced medical, diagnostic, radiological, and ICT tools, establishing a national cancer registry, and providing capacity building for medical staff. - Hospital Infrastructure Design in Kashkadarya – Supporting healthcare reform through feasibility studies, site investigations, and technical designs for new hospitals in Karshi and Beshkent, aligned with national and international standards. Through these efforts, UNOPS is helping Uzbekistan strengthen its health systems and improve the quality of care for its citizens.

Job Specific Context

This position operates within a complex project environment, providing expert support to project development, planning, and coordination across various healthcare infrastructure and service delivery initiatives in Uzbekistan. The role requires a seasoned professional capable of originating new approaches, providing expert advice, and driving improvements in project management practices to ensure effective and efficient project delivery.

This position is open exclusively to internal UNOPS candidates.

Role Purpose

Under the supervision of the Country Manager and close coordination with AUMCO Project Management Office (PMO), the Project Management Support Advisor coordinates and oversees the effective planning, implementation and monitoring of projects, ensuring delivery of results within the agreed scope, time, cost, quality and risk parameters. The role supports day-to-day project operations, liaises with partners, donors and beneficiaries, and ensures that project activities are in line with UNOPS policies, donor/partner requirements, and quality standards. The Project Management Support Advisor provides analytical and operational support, tracks financial and performance data, identifies risks or implementation challenges, and coordinates timely solutions in collaboration with stakeholders. The role therefore contributes towards ensuring that projects achieve their intended objectives, strengthen partner relationships, and contribute to UNOPS’ operational goals. 

Functions / Key Results Expected

  1. Project Delivery and Performance


  • Coordinate preparation of project documents, including concept notes proposals, and associated budgets, ensuring synergies across the Uzbekistan office.

  • Draft and / or review funding agreements and other project documents required for the signature and implementation of new projects.

  • In coordination with AUMCO PMO and partnerships, support the review, submission, negotiation, and signature of funding agreements

  • Oversees the planning, implementation and monitoring of project activities in line with approved work plans, budgets and quality standards.

  • Coordinate day-to-day project operations to ensure timely delivery of outputs and adherence to UNOPS and donor/partner requirements.

  • Manage and monitor progress against scope, time, cost and quality tolerances. Identify risks and deviations, propose corrective actions, and escalate when required.

  • Embed sustainability principles - including gender equality, social inclusion and environmental considerations - across project activities.

  • Contribute to the identification and development of new project opportunities and support extensions of existing engagements


  1. Financial and Procurement Performance 


  • Oversee financial planning, monitoring and reporting to ensure effective budget utilization and cost control in line with UNOPS Financial Rules and Regulations.

  • Manage cash flow, expenditures and financial commitments, ensuring timely disbursements and accurate financial reporting.

  • Coordinate with finance and procurement teams to ensure compliance, transparency, and proper documentation of transactions.

  • Prepare and review financial reports and participate in project audits, ensuring implementation of recommendations.


  1. Stakeholder Engagement and Coordination


  • Maintain effective working relationships with donors, partners, national authorities and other stakeholders to ensure coordinated delivery and alignment with project objectives.

  • Facilitate internal coordination among project teams, technical experts and support functions.

  • Represent the project in meetings, consultations and external engagements as delegated by the supervisor


  1. Monitoring, Reporting and Quality Assurance


  • Coordinate, prepare and issue timely high quality project reports in accordance with donor guidelines and expectations for reporting.

  • Regularly review project status, evaluating performance criteria (scope, cost, schedule and quality).

  • Provide routine oversight and analysis of delivery data within the dashboard system, using UNOPS ERP system as required.

  • Perform routine maintenance and implementation of effective monitoring and evaluation systems of project activities, in line with logical frameworks.

  • Within the context of monitoring and evaluation, ensure all projects submit and regularly update specific milestones and targets for the duration of projects' life-cycles, and tracks progress, or otherwise, against such information.

  • Provide the Support Services Manager/Officer with necessary project analysis reports and information to support areas relevant to the project management team (i.e. Locally Shared Services (LSS) projections etc.).

  • Coordinate and oversee the implementation of requests or initiatives relevant to project management from the Regional Office, AUMCO, POC, and HQ Teams, as required.


  1. Personnel Management 


  • Exercise control of all personnel issues within the PMO/PSO unit including recruitment, on-boarding and contribute to performance reviews.

  • Directly contributes to the development and maintenance of budget and resource availability tables in conjunction with project managers and relevant project personnel.

  • Promote and support a learning culture by empowering individuals and teams to identify critical learning needs and plan/provide easy access to learning opportunities to maintain personnel competency and flexibility.

  • Foster a positive work environment, respectful of both women and men, and ensure that the highest standards of conduct are observed


  1. Knowledge Building and Sharing


  • Support the organization, facilitation and delivery of training and learning sessions on project management.

  • Participate in knowledge-sharing initiatives and Communities of Practice (CoPs), contributing insights and lessons learned.

  • Conduct research on project management-related topics and contribute to the drafting of reports, summaries and briefing notes

Education Requirements

Required


  • Bachelor’s degree (or equivalent) in any discipline with 9 years of relevant experience OR

  • Master’s degree (or equivalent) in any discipline with 7 years of relevant experience is required.

Minimum of 7 years of progressive experience in project management, with a focus on healthcare infrastructure and service delivery.

Demonstrated experience in developing and implementing project management policies, techniques, and standards.

Proven experience in leading and directing substantive teams and junior managers.
