About the Region
The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. Operations currently span Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Lao PDR, Myanmar, Nepal, Papua New Guinea, Pakistan, the Philippines, Sri Lanka, Thailand, Vietnam, and the Pacific Islands. Across these countries, we work closely with key stakeholders to strengthen partnerships and maximize impact through five main operating units: Afghanistan (AFCO), Myanmar (MMCO), South Asia Multi-Country Office (SAMCO), East Asia and Pacific Multi-Country Office (EAPMCO), and the Asia Regional Health Cluster (ARHC). Through these entities, we provide agile, client-focused service delivery across diverse sectors - including infrastructure, health, procurement, and project management - supporting the implementation of sustainable development solutions across the region.

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as the fund manager for some of the largest development programmes in the country. In addition, UNOPS is the Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards the elimination of Malaria, which works to accelerate progress toward malaria elimination in the Greater Mekong sub-region. UNOPS provides procurement, infrastructure, and project management services to a wide range of organizations in the country, including international development partners, other UN agencies, NGOs, and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency, and cost-effectiveness.

Established in 1996, UNOPS Myanmar is a key partner in the country’s humanitarian and development efforts, with a strong, long-standing presence on the ground. UNOPS supports both chronic and sudden-onset needs across Myanmar, offering flexible and responsive solutions. UNOPS manages several major development funds, including the Livelihoods and Food Security Fund, the Access to Health Fund, and the Joint Peace Fund. Through the Asia Regional Health Cluster, UNOPS also serves as the Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria, and implements the Regional Artemisinin-Resistance Initiative Towards Elimination of Malaria (RAI3E) programme. UNOPS Myanmar's core strengths lie in fund and programme management, infrastructure, and procurement, delivering tailored, high-impact solutions to support the development partners.

This position is for a Programme Management Senior Officer (Protection) within the Local Assistance Myanmar Programme (LAMP). LAMP delivers prioritized assistance and protection to highly vulnerable populations in crisis-affected areas of Myanmar, primarily through national and civil society organizations. The role involves supporting programme design, providing technical guidance on protection standards (Child Protection, GBV, General Protection), monitoring project implementation, and managing risks, all within the complex operational context of Myanmar.

The Programme Management Senior Officer (Protection) supports the design, implementation, and monitoring of protection-focused humanitarian programmes, providing technical guidance to implementing partners, fostering collaborative relationships, and ensuring adherence to protection standards and organizational priorities within the Local Assistance Myanmar Programme (LAMP).

1. Programme Design and Project Management Support
Contribute to the development and implementation of the LAMP strategy and team work planning.
Evaluate proposals from applicants, ensuring alignment with LAMP priorities, needs, context, and technical soundness.
Provide technical guidance to implementing partners on protection standards for survivor-centered and life-saving protection services (Child Protection, GBV, and General Protection).
Review partner reports to assess project progress and contractual compliance.
Conduct routine monitoring of LAMP-funded project implementation, including field visits where feasible.
Prepare reports and briefing materials on project status, partners, context, and areas of operation.
Support the Deputy Programme Manager in capturing and managing risks in the FMO risk register.
2. Partner Support and Capacity Building
Provide recommendations to partners for project adjustments based on changing circumstances and facilitate the application of lessons learned.
Synthesize and share lessons with partners to improve project design and implementation.
Interact with colleagues and partners to exchange operational context information, ensure cooperation, resolve routine issues, identify good practices, and increase effectiveness.
Support implementing partners with LAMP capacity building and coordination initiatives.
Ensure LAMP priorities (Conflict Sensitivity, Gender, Localization, Risk Management) are integrated into partner interventions and provide support with available resources.
Collaborate with the LAMP M&E team to develop and implement the M&E system, ensure feedback to/from partners and beneficiaries, and advise partners on their internal M&E systems.
3. Coordination and Networking
Build effective working relationships with relevant sub-national stakeholders, focusing on international, local, and civil society partner organizations associated with LAMP projects.
Maintain excellent contact and working relationships with all implementation partners and other LAMP stakeholders in Yangon and in the field.
4. Knowledge Management
Identify and document key lessons from LAMP-funded projects, including topics for special studies, cost comparisons, and value-for-money reviews.
Maintain detailed knowledge of relevant issues in humanitarian response programmes and promote information sharing among stakeholders.
Ensure relevant and timely feedback to/from partners and beneficiaries to contribute to wider monitoring, evaluation, and learning functions of LAMP.

An advanced university degree (e.g. Masters) in International Law, Human Rights, Social Sciences or a related field with 2 years of relevant experience.
A first-level university degree (e.g. Bachelor) in combination with 2 additional years of progressively relevant experience may be accepted in lieu of an advanced university degree.

A minimum of 2 years of progressively responsible experience in humanitarian programme management, with a specific focus on Protection within the context of Myanmar, combined with a cumulative history of fostering collaborative relationships with local and civil society organizations. Within this period, the incumbent must also demonstrate a cumulative duration of two years exhibiting advancing proficiency and/or substantial comprehension of various protection technical sectors, such Gender-Based Violence (GBV), Conflict-Related Sexual Violence (CRSV), Child Protection, Mental Health and Psychosocial Support (MHPSS), Mine Action, etc..)
A minimum 2 years of experience fostering collaborative relationships with partner organizations, facilitating local capacity enhancement initiatives, and advocating for localization efforts are mandatory prerequisites.
Demonstrable proficiency in the use of collaboration and productivity tools (e.g. MS Office, G-Suite, etc) and web-based management systems is required.
Desired
Knowledge of the political, economic, and social situation of Myanmar.
Previous successful involvement with, and good knowledge of the UN, NGOs, and civil society.
Experience and/or solid understanding of operational contexts, working in complex and crisis affected areas in Myanmar.
