About the Region

The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. Operations currently span Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Lao PDR, Myanmar, Nepal, Papua New Guinea, Pakistan, the Philippines, Sri Lanka, Thailand, Vietnam, and the Pacific Islands. Across these countries, we work closely with key stakeholders to strengthen partnerships and maximize impact through five main operating units: Afghanistan (AFCO), Myanmar (MMCO), South Asia Multi-Country Office (SAMCO), East Asia and Pacific Multi-Country Office (EAPMCO), and the Asia Regional Health Cluster (ARHC). Through these entities, we provide agile, client-focused service delivery across diverse sectors - including infrastructure, health, procurement, and project management - supporting the implementation of sustainable development solutions across the region.

About the Country/Multi-Country Office

The East Asia and Pacific Multi-Country Office (EAPMCO), headquartered in Bangkok, supports UNOPS operations across 24 countries in Southeast Asia, Northeast Asia, and the Pacific. Established in January 2023, EAPMCO provides strategic direction, operational support, and quality assurance to ensure the efficient and effective delivery of projects across its portfolio. EAPMCO implements initiatives in priority areas such as energy transition, climate change, and sustainable development, drawing on UNOPS' core expertise in human resources, procurement, infrastructure, fund management, and programme management.

Job Specific Context

The Southeast Asia Energy Transition Partnership (ETP), a programme of UNOPS, brings together governments and philanthropies to work with partner countries in the region. We support the transition towards modern energy systems that can simultaneously ensure economic growth, energy security, and environmental sustainability. Enabling the transition toward greener energy systems will greatly contribute to the achievement of the UN’s Sustainable Development Goals (SDGs) and the Paris Climate Agreement objectives. 


ETP focuses on Indonesia, the Philippines and Vietnam, which are the countries in the region with the highest energy demand, a substantial pipeline for fossil fuel-based projects, and a significant and cost-effective potential for renewable energy and energy efficiency. ETP provides high-level technical advisory support, holistic support to Governments on financing and technical needs, capacity and skill development, and facilitation of dialogues in all related areas. 


This is a Retainer position, not a full-time position. Retainers may be requested to carry out tasks on an intermittent and need basis. There are no minimum hours or days guaranteed.

Role Purpose

In Indonesia, ETP works closely with the Ministry of Energy and Mineral Resources (MEMR) and other key stakeholders to support national energy transition priorities, including renewable energy deployment, power system transformation, and enabling regulatory frameworks. To strengthen policy development and strategic coordination, ETP seeks to mobilise an Energy Transition Consultant embedded within the Office of the Advisor to the Minister of Energy and Mineral Resources on Energy Transition.


The consultant will provide analytical support to advance Indonesia’s energy transition agenda, with a particular focus on renewable energy scale-up, regulatory reform, and stakeholder coordination under the direct supervision of the ETP Indonesia Country Coordinator, in coordination with the ETP Secretariat, and ETP Senior Program Manager. The role supports the effective implementation, coordination, and monitoring of project activities to ensure successful delivery of results, and contributes to the drafting of reports, summaries, and briefing notes for the Advisor.

Functions / Key Results Expected

1. Support Technical, Economic, and Policy Analysis of MEMR team

  • Provide support on technical, economic and policy analysis, including but not limited to:

    • Contribute to technical, economic, and policy analyses related to power system development and energy transition initiatives.

    • Provide inputs to support project planning and execution regarding renewable energy deployment, electricity market development, and power sector planning.

    • Conduct regular reviews of regulatory and policy data to assess alignment with Indonesia’s national energy transition priorities.

    • Support the synthesis of technical, economic, and social evidence, contributing to the drafting of reports, summaries, and briefing notes.


2. Policy and Regulatory Development Support

  • Provide support on key regulatory frameworks, including but not limited to:

    • Provide technical support to the review process and contribute substantive inputs to the revision of regulatory frameworks, ensuring alignment with the target of achieving 100 GW of solar energy deployment.

    • Provide technical support to the review process and contribute substantive inputs for the revision of Presidential Regulation No. 112 of 2022 on the acceleration of electricity generation from renewable energy sources.

    • Provide technical support to the review process and contribute substantive inputs for the revision of ministerial regulations on local content requirements (LCR) for renewable energy generation projects.

    • Provide technical support to the review process and contribute substantive inputs to the development of regulatory frameworks for ceiling tariffs for hybrid power generation projects.

    • Provide technical support to the review process and contribute substantive inputs to regulatory frameworks on the shared use of power transmission.

    • Provide analytical support in reviewing policy documents, technical guidelines, and regulatory proposals.

    • Contribute insights and data regarding political-economy dynamics, institutional arrangements, and implementation feasibility.

    • Maintain productive relationships with the Advisor to the Minister of Energy and Mineral Resources to provide daily operational and technical support.

    • Provide rapid analytical support, briefing notes, presentations, and technical reviews as required.

    • Contribute to tracking the progress of national priority initiatives such as solar deployment, power sector expansion, and clean energy technology supply chain development.


3. Stakeholder Engagement and Coordination

  • Provide support on stakeholder engagement and coordination, including but not limited to:

    • Support MEMR to organize policy consultations, technical workshops, and stakeholder engagements with MEMR, PLN, industrial stakeholders, development partners, and other relevant ministries and institutions.

    • Facilitate regular communication and dialogue between technical experts, policymakers, and international partners to strengthen alignment and coordination.

    • Support MEMR in maintaining effective inter-agency coordination mechanisms and contribute to coherent and streamlined project delivery across institutions.

    • Support MEMR in tracking project progress against scope and potential risks associated with proposed power system investments, providing early warning on deviations to support evidence-based decision-making.

    • Collaborate with other Working Groups to ensure stakeholders are informed of project progress and activities, aligning recommendations to minimize risks.

Education Requirements

Required

  • Bachelor’s degree (or equivalent) in energy systems, economics, public policy, engineering, development studies, or related fields with 4 years of relevant experience OR

  • Master’s degree (or equivalent) in any of the above or related fields with 2 years of relevant experience is required



Experience Requirements

Required:

  • Relevant experience in public policy with technical experience in energy transition and power sector.

  • Experience conducting economic and policy analysis related to electricity markets and energy transition initiatives is required.

  • Experience engaging with multiple stakeholders, including government agencies, development partners, and industry actors is required.

  • Strong understanding of Indonesia’s energy transition priorities, including solar deployment, transition from diesel power plants (dedieselisation), and electricity system transformation, is required.

  • Strong analytical and communication skills, with the ability to translate complex technical issues into policy‑relevant recommendations is essential.

  • Proficiency in standard computer software (Word, Excel, presentations, databases, and internet) or Google Suite is required.


Desired:

  • Demonstrated experience in drafting, reviewing, or supporting Indonesian government regulations or policy frameworks is highly desirable.

  • Familiarity with Indonesian regulatory processes, institutional coordination, and political‑economy considerations is highly desirable.
