The New York Portfolios Office (NYPO) manages UNOPS' New York-based portfolios, delivering project and programme management, procurement, HR, and financial services to global partners, from the UN Secretariat to Member States. NYPO strategically positions UNOPS with these partners, fostering collaboration to achieve growth and leveraging expertise in global portfolio design and implementation. We support the broader SDGs and 2030 Agenda, primarily assisting the UN Secretariat and other New York-based UN entities with a global reach. NYPO encompasses the Peace and Security Cluster (PSC), focusing on explosive threat management, and the Sustainable Development Cluster (SDC), providing diverse operational support to the UN system in New York.

This position operates within a complex humanitarian and development context in Gaza, oPt, supporting the UNMAS programme. The role requires a strong understanding of mine action, resource mobilization, and stakeholder coordination. The Programme Management Officer will contribute to the effective implementation of projects aimed at mitigating the impact of explosive hazards and supporting the safety and security of affected communities.

The role ensures effective support to the UNMAS programme and contributes to the achievement of its objectives in the oPt.

Background Information
Peace and Security Cluster
The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance of PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.
UNMAS occupied Palestinian territory Response
The PSC Jerusalem Project Unit operates as an integral part of Peace and Security Cluster structure. The Head of the PSC Jerusalem Project Unit reports to the PSC Director who provides direction and guidance. S/he is responsible for planning, implementing, monitoring, supervising and closing all projects in the country in order to support substantive partners in delivering its mandate.
In the occupied Palestinian territory (oPt), PSC’s partner is the United Nations Mine Action Service (UNMAS), and UNMAS’ representative in-country is the Chief of Mine Action Programme (CMAP). The CMAP is therefore the Head of Project Unit’s (HPU) primary stakeholder. UNOPS PSC and UNMAS have developed a delineation of responsibilities, using a responsibility matrix to define who is Responsible, Accountable, Consulted and Informed. The HPU is expected to work in close cooperation with the CMAP, ensuring that, in substance, the oPt mine action programme operates as one integrated team.
Functional Responsibilities
Under the direct supervision of the Programme Management Specialist, the Programme Management Officer will be responsible for:

1. Support of resource mobilization opportunities
• Support the monitoring of humanitarian and development trends and compile background information and data to support programme planning processes.
• Stay abreast of policies on mine action, UN policies, and cross-cutting priorities, such as gender, diversity, conflict sensitivity, sustainability, and environment, to be included in programme design as relevant.
• Assist in preparing inputs and documentation for implementation work plans under supervision.
• Support preparation of documentation related to new project concepts.
• Provide information and support in the drafting and preparation of programme documents, including concept notes, proposals, and associated budgets.
• Provide administrative and coordination support during the processing of funding agreements.
• In coordination with headquarters Resource Mobilization personnel, support the review, submission, negotiation, and signature of funding agreements.
2. Programme management support
• Maintain tracking tools related to funding agreement requirements and compile compliance information.
• Update monitoring trackers and compile data on delivery against agreed targets.
• Track programme results against targets, alert relevant management if delivery is not on track, compile data and draft reports to internal and external stakeholders and support the management team to prepare for internal reviews.
• Coordinate information flow between implementation teams and headquarters, particularly related to any deviations that would require revisions to the relevant legal agreement; when required, assist in compiling documentation required for budget or activity revisions as directed.
• Promote the importance of gender mainstreaming in project implementation and support reporting on relevant gender-related indicators.
• Prepare, and provide editing support for, high quality summary and analytical reports including, but not limited to, project and donor reports, annual reports, situation reports, briefing notes, ad hoc, and UN reports.
• As needed, support the development of communications products and external publications including, but not limited to, social media posts, factsheets, newsletters, success stories and annual reports.
• Prepare, review and provide editing support for Arabic translations of external publications including, but not limited to, social media posts, factsheets, newsletters and annual reports.
• Prepare written summaries of meetings/visits and ensure relevant team members implement follow-up actions, as appropriate; support in research and prepare analytical, and sometimes sensitive, documents for the management team.
• Coordinate communications between the Country Programme office and the headquarters Programme, Portfolio Management, and Risk, Quality and Partnership teams to support compliance to programme documents and funding agreements, and the implementation of policies, processes and methods according to internal standards.
3. Stakeholder coordination, representation, and inter-agency collaboration
• Support coordination and communication with UN, international organizations, donors, governments, and mine action stakeholders as directed by supervisor.
• Support preparation for coordination meetings, including drafting materials and recording meeting notes.
• Support design, coordination and dissemination of public information products and communication activities as well as gather and draft content for communications products and platforms.
• Support preparations for official meetings, events, briefings, and field visits, and prepare talking points, briefing notes, presentations and speeches for the management team and senior UN officials.
4. Knowledge management and document management
• Maintain records of programme files and other necessary programme documents such as documentation of decisions and actions taken on programme issues.
• Contribute to the implementation of the relevant standards, tools and templates to effectively manage programme development and implementation.
• Contribute to, record and share the ongoing development and implementation of best practice, lessons identified, and innovative approaches to improve overall programme performance
• Contribute to the management and upkeep of risk management and issue management logs and processes.
