As part of the the Surge Advisory Team (SAT), the advisor will provide expert advice and short-term capacity to selected Resident Coordinators (and/or other UN senior clients as assigned) in conflict-affected settings in one or more of the following areas of specialization:

• Joint assessments, analysis and planning processes between the UN and IFIs;
• National prevention and transition strategies, including support to IDA21 Prevention and Resilience Allocation (PRA) and Turn Around Allocation (TAA) processes;
• Peace-positive private sector engagement and innovative financing for peace, including partnerships with MDBs, DFIs, and blended finance initiatives.

UNOPS Development and Special Initiatives team works with UN partners and Member States. This portfolio offers support for various initiatives and priorities of the UN Secretary-General in pursuit of the 2030 Agenda and the Sustainable Development Goals. Additionally, it helps the UN Secretariat in implementing global programs in areas such as political affairs, climate, counterterrorism and peacebuilding, among others.

Job Specific Context

UNOPS has signed an agreement with the Peacebuilding and Peace Support Office (PBPSO) to implement the project activities for the UN-IFI Partnership Facility (formerly “HDPP-Facility”) on behalf of the PBPSO.  

The Peacebuilding and Peace Support Office (PBPSO) under the UN Department of Political and Peacebuilding Affairs and UN Department of Peace Operations is tasked with developing partnerships between the UN and International Financial Institutions in conflict-affected settings, including partnerships with regional multilateral development banks in support of nationally-owned, locally-led and internationally-backed conflict prevention and peacebuilding strategies. The UN-IFI Partnership Facility, established under the Peacebuilding Fund in 2019, contributes to this function by financing policy exchanges and knowledge management, liaison, surge capacity and advisory support to UN field leadership. 

The Security Council in its resolution 2805 (2025) and the General Assembly in its resolution A/RES/80/11 underlined the importance of partnership between the United Nations and International Financial Institutions for sustaining peace. The resolutions requested PBPSO to provide regular updates “on progress in advancing United Nations partnership with international financial institutions, including regional development banks and other relevant financing partners, including examples of innovation and good practice and the catalytic effect of the Peacebuilding Fund”.

The incumbent of the position will be personnel of UNOPS under its full responsibility. 


Role Purpose

Support UN Resident Coordinators and field teams in complex and conflict-affected settings to strengthen engagement with International Financial Institutions in advancing prevention, peacebuilding, and sustainable development objectives. Through the deployment of targeted technical expertise under the Surge Advisory Team, the role contributes to enhancing UN–IFI collaboration and alignment on strategic planning, prevention approaches, and financing frameworks that address the root causes of conflict and support progress toward the Sustainable Development Goals.

Functions / Key Results Expected

In line with this vision and consistent with the role of the UN Peacebuilding and Peace Support Office (PBPSO) in the Department for Political and Peacebuilding Affairs (DPPA) as focal point for UN-IFI partnership in crisis-affected settings, PBPSO in partnership with UNOPS has established a Surge Advisory Team under the existing UN-IFI Partnership Facility.  

The Surge Advisory Team (SAT) will support UN Resident Coordinators on joint UN–IFI planning, prevention and transition strategies, operational alignment for peace impact, and innovative financing with multilateral banks, while promoting gender equality and civil society engagement. Advisors will provide short-term surge and remote support, ensuring knowledge transfer, sustainability, and collection of lessons learned across UN–IFI partnerships.

Selected experts will work in one or more of the following areas of specialization:


National Prevention and Transition Strategies

  • Support UN leadership and Resident Coordinators in strengthening collaboration with IFIs to advance nationally led prevention, including national prevention strategies, recovery, and transition priorities in fragile and conflict-affected contexts.
  • Advise on engagement with World Bank IDA21 mechanisms, including Prevention and Resilience Allocation (PRA) and Turn Around Allocation (TAA) processes and engage on the UN-World Bank pilot exercise, to maximize alignment with peacebuilding objectives.
  • Promote coordinated engagement between governments, UN entities, IFIs,  and development partners around strategic prevention and peacebuilding efforts.
  • Contribute to strategic analysis, consultations, and coordination arrangements linked to national transition and prevention frameworks.
  • Identify areas where IFI financing and Peacebuilding Fund interventions can complement each other and enhance collective impact.
  • Identify opportunities to promote inclusive, nationally-owned approaches, including by leveraging digital strategies and partnerships for wider consultation of local stakeholders
  • Develop briefing materials, analytical papers, and lessons learned to inform UN-IFI policy discussions and operational approaches.
  • Ensure that programming and advisory support incorporate human rights principles, gender equality, youth participation, and inclusion of vulnerable and marginalized populations.


Private Sector and Peace Finance

  • Support UN leadership and Resident Coordinators in strengthening collaboration with IFIs on private sector, jobs agenda and peace finance to advance nationally led prevention, including national prevention strategies, recovery, and transition priorities in fragile and conflict-affected contexts.
  • Advise on the application of innovative finance and solutions instruments in the context of prevention and peacebuilding.
  • Promote coordinated engagement between governments, UN entities, IFIs, private sector and development partners around strategic prevention and peacebuilding efforts.
  • Contribute to strategic analysis, consultations, and coordination arrangements linked to national transition and prevention frameworks.
  • Identify areas where IFI financing and Peacebuilding Fund interventions can complement each other and enhance collective impact.
  • Develop briefing materials, analytical papers, and lessons learned to inform UN-IFI policy discussions and operational approaches.
  • Ensure that programming and advisory support incorporate human rights principles, gender equality, youth participation, and inclusion of vulnerable and marginalized populations.


Joint Assessments and Planning

  • Advise UN leadership and Resident Coordinators on approaches to strengthen collaboration with IFIs through integrated assessments, coordinated planning, and aligned programming frameworks.
  • Support the preparation and implementation of joint analytical and planning exercises, including Recovery and Peacebuilding Assessments (RPBAs) and similar methodologies adapted to country-specific contexts.
  • Foster collaboration among governments, UN entities, IFIs, and development partners to improve coherence in assessment, planning, and recovery efforts.
  • Assist in establishing coordination and consultation mechanisms that facilitate strategic dialogue and joint planning among key stakeholders.
  • Identify opportunities to better align Peacebuilding Fund activities with IFI-supported operations and financing frameworks.
  • Contribute to the development of analytical reports, guidance materials, and policy inputs aimed at strengthening UN-IFI cooperation.
  • Ensure that assessment and planning processes are participatory and inclusive, with adequate integration of gender, youth, human rights, and broader inclusion considerations.

Education Requirements

Advanced University degree (Masters’ degree or equivalent) preferably in Political Science, International Development, International Relations, International Law, Development Economics or any other relevant field with ten (10) years of relevant experience.

OR

A first-level university degree (Bachelor's degree) preferably in Political Science, International Development, International Relations, International Law, Development Economics or any other relevant field with twelve (12) years of relevant experience.

Desired

  • Demonstrated experience working with International Financial Institutions (IFIs), Multilateral Development Banks (MDBs), Development Finance Institutions (DFIs), or related financing and partnership frameworks.
  • Experience supporting strategic planning, joint assessments, coordination mechanisms, or partnership processes involving governments, UN entities, and international stakeholders.
  • Experience in strategic and policy advisory to senior leadership and multi-stakeholder platforms.
  • Experience supporting Recovery and Peacebuilding Assessments (RPBAs), Post-Disaster Needs Assessments (PDNAs), PRA/TAA processes, or similar integrated planning and financing frameworks.
  • Experience in innovative financing, blended finance, peace finance, or private sector engagement initiatives.
