About the Region

The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. Operations currently span Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Lao PDR, Myanmar, Nepal, Papua New Guinea, Pakistan, the Philippines, Sri Lanka, Thailand, Vietnam, and the Pacific Islands. Across these countries, we work closely with key stakeholders to strengthen partnerships and maximize impact through five main operating units: Afghanistan (AFCO), Myanmar (MMCO), South Asia Multi-Country Office (SAMCO), East Asia and Pacific Multi-Country Office (EAPMCO), and the Asia Regional Health Cluster (ARHC). Through these entities, we provide agile, client-focused service delivery across diverse sectors - including infrastructure, health, procurement, and project management - supporting the implementation of sustainable development solutions across the region.

About the Country/Multi-Country Office

The South Asia Multi-Country Office (SAMCO) supports UNOPS operations across six countries: Bangladesh, India, the Maldives, Nepal, Pakistan, and Sri Lanka. SAMCO delivers a broad range of services and technical expertise in climate change, water, sanitation and hygiene (WASH), infrastructure, procurement, human resource management, and fund management. Each country office is staffed with local technical experts and maintains strong partnerships with national governments, ensuring context-specific solutions and effective project implementation.

About the Project Office

Since 1999, UNOPS has been a committed partner in Pakistan, supporting the country’s progress toward the Sustainable Development Goals (SDGs). UNOPS focuses on delivering essential services, including strengthening health systems, expanding access to WASH facilities in remote areas, and improving infrastructure for schools and communities. We also support emergency response efforts, delivering critical medical supplies and essential services during times of crisis. Through close collaboration with the Government of Pakistan, development partners, donors, and UN agencies, UNOPS works to build resilient, sustainable communities. Leveraging expertise in project management, procurement, human resources, and infrastructure, we provide tailored solutions that enhance efficiency, reduce risk, and maximize development impact.

Job Specific Context

The Partnerships Officer-Liaison will be part of the Partnership Unit in the Pakistan Country Office under the South Asia Multi-Country Office (SAMCO) and under the overall guidance of the Partnership Specialist will undertake the following key functions; 

  • Partnership and Programme Development 

  • Strategic Communications 

  • Reporting and Knowledge Management 

The position strongly contributes to moving the Pakistan Office toward achieving its mission-focused goals and objectives.This position will report to the Partnerships Specialist under the overall guidance and support of the Country Manager for Pakistan.

Role Purpose

The Partnerships Officer-Liaison will contribute to the development and implementation of partnership and communication strategies, support the identification and formulation of new projects, and ensure effective communication and reporting to stakeholders.

Functions / Key Results Expected

Partnership and Programme Development 

  • Contribute to the development of partnership and programme development plan in line with , Pakistan Country Office Strategy, UNOPS Strategic Plan and Asia Pacific Regional Strategies including country context and analysis of development and humanitarian landscape;
  • Provide inputs in formulation and implementation of annual Partnerships work plans;
  • Collaborate in the coordination and promotion between relevant Partnerships personnel at local, liaison, and HQ levels, and key personnel across the Pakistan Office, to ensure aligned and coherent interactions with partners;
  • Research events, publications, and announcements, to track and screen opportunities for possible UNOPS Pakistan Office interventions and identify trends that will drive partnership opportunities;
  • Contribute to the identification, design, formulation and negotiation of new projects and programs and draft concept notes and project document briefs for discussion with partners;
  • Build a network of key partners including federal and provincial Government, keeping abreast of evolving trends.
  • Attend necessary meetings, inter-agency committees, seminars/conferences especially for positioning UNOPS
  • Conduct field assessments and analysis to identify new intervention ideas 

Strategic Communication 

  • Under the guidance of the partnership specialist, develop the Communication Strategy for UNOPS in Pakistan 
  • Support in implementing the Country Office Communication Strategy
  • Work with Program Managers to develop project-specific communication plans that are in line with the overall communication strategy 
  • Provide content to be used for public information, communication products (newsletters/factsheets etc), and outreach activities for Pakistan Office in collaboration with the South Asia Multi Country Office (SAMCO) and Asia Pacific Region (APR) Communication Unit and UNOPS Communication Group, as required.
  • Prepare content and campaigns  for UNOPS Social Media Channels and manage the channels
  • Ensure visibility for UNOPS Pakistan events in press and social media 
  • Prepare talking points where required for the Senior Management in line with the overall strategy 

 Reporting and Knowledge Management 

  • In coordination with Program Management Officers, collate and report project and country office data to Government when required;
  • Provide support in designing and consolidate programmatic reports for donors, stakeholders or internal purposes;
  • Participate in the UNOPS’ relevant groups, fora, and communities for information and knowledge sharing
  • Ensure effective internal communication within the country office by utilizing innovative approaches. 
  • Support the Partnership Specialist in finalising the quarterly and annual Country Office and Partnership Unit Reports for internal and external purposes

Impact of Results

The Partnership and Communication Officer directly impacts engagement addition by assisting the Country Manager and Partnership Specialist in ensuring stakeholder management and resource mobilisation.

Education Requirements

Required

  •  A first-level university (Bachelors') degree preferably in Business Administration, Public Administration, International Development, Engineering, Political Science, Communications, International Relations, or any other relevant field is require

Desired

  • A Master's degree in the above disciplines is highly preferred and may substitute 2 years of required experience.

Experience Requirements

Required

  • A minimum of 2 years of experience in partnership development, communications, or programme support within the UN system or international development sector.
  • Experience in developing and implementing communication strategies.
  • Experience in report writing and knowledge management.


Desired

  • Experience with social media management and content creation.

  • Experience in development or humanitarian contexts is desired.
