About the Region

The UNOPS Middle East Region (MR) provides strategic leadership, performance oversight, and support to UNOPS operations across Iraq, Jordan, Lebanon, Syria, Yemen, and the State of Palestine. About the Country/Multi-Country Office

Established in 2004, the UNOPS Amman Multi-Country Office (MCO) provides strategic and operational support to partners across Jordan, Syria, Lebanon, Iraq, Yemen, and the Gulf countries. The MCO delivers solutions that address development, peace, and humanitarian challenges through infrastructure, procurement, project management, and human resources services. Working in close collaboration with national governments, UN agencies, and donors, the office supports efforts to advance the Sustainable Development Goals. Its portfolio includes large-scale operations focused on improving essential services, strengthening national systems, and enhancing resilience in complex and fragile settings.

About the Project Office

The UNOPS Yemen Country Office supports partners in restoring essential infrastructure and public services amid a protracted, multifaceted crisis.. Operating since 2013, the office delivers integraged interventions in urban services, energy access, health, water and sanitation, transport, and solid waste management sectors.The office also facilitates operational support for UN partners. With strong coordination across the different stakeholders, UNOPS Yemen supports the strengthening of local capacities and contributes to peacebuilding, recovery, and sustainable developmemt efforts.

Job Specific Context

The Monitoring and Evaluation Officer will play a crucial role in ensuring the effective monitoring and evaluation of UNOPS YIUSEPII, YEHCP, and I WISE projects in Yemen. This position requires a strong understanding of M&E methodologies, data analysis, and reporting, as well as the ability to work collaboratively with project teams and stakeholders in a challenging environment. The M&E Officer will contribute to improving project performance, accountability, and learning, ultimately enhancing the impact of UNOPS interventions in Yemen

Role Purpose

The Monitoring and Evaluation Officer is responsible for developing and implementing M&E frameworks, collecting and analyzing data, and preparing reports to track project progress, assess impact, and inform decision-making. Reporting to the Programme Manager, the M&E Officer will work closely with deputy project managers, technical specialists, and partners to ensure that M&E activities are integrated into project design and implementation.

Functions / Key Results Expected

1. M&E Framework Development and Implementation

  • Develop and implement comprehensive M&E frameworks for  projects , including indicators, data collection tools, and reporting templates.
  • Support the integration of climate resilience, gender, citizen engagement, and environmental and social safeguards indicators into the project M&E framework.
  • Ensure that M&E frameworks are aligned with project objectives, donor requirements, and UNOPS M&E standards.
  • Support in developing  and managing the standard monitoring, evaluation and reporting formats based on the logical framework and reporting requirements.
  • Provide technical support to project teams in the development of project-specific M&E plans.
  • Establish and maintain M&E systems and tools to track project progress, outputs, outcomes, and impact.
  • Develop methodologies and protocols for beneficiary counting, verification, and avoidance of double counting across sectors and interventions.


2. Data Collection and Analysis


  • Collect and verify data through various methods, including surveys, interviews, focus group discussions, and site visits.

  • Ensure the quality and reliability of data collected through regular data validation and verification exercises.

  • Ensure alignment between Procurement Plans, implementation schedules, RBI reporting tools, TPM findings, and donor reporting requirements to maintain consistency across project data sources.

  • Analyze data using appropriate statistical techniques and software to identify trends, patterns, and areas for improvement.

  • Develop and maintain databases to store and manage M&E data.

  • Review and validate data submitted by implementing partners, consultants, contractors, and third-party monitoring agencies prior to donor reporting.

  • Liaise with other stakeholders, GEMS team,  including Developers and internal team members, on the design and implementation of the remote monitoring tool.

  • Develop interactive dashboards, visualization tools, and analytical reports to support evidence-based decision-making.

  • Support in installing and configuring mobile data collection tools on smartphones or tablets.

  • Create and regularly update GIS mapping of all interventions under the project's implementation areas with the GIS specialist.


3. Reporting and Dissemination


  • Prepare regular M&E reports, including progress reports, impact assessments, and lessons learned reports.
  • Support the Mid Term Review, End Project Reviews,  Annual Reviews and Audit Reviews and related reporting requirements.
  • Disseminate M&E findings to project teams, stakeholders, and donors through presentations, workshops, and publications.
  • Contribute to the development of knowledge products and best practices based on M&E findings.

  • Contribute to the third-party monitoring agencies' procurement process, which includes drafting ToR, Technical Evaluation, and Contract Management.
  • Coordinate with the third-party monitoring agencies during the project's life cycle on the findings and corrective actions and ensure  timely follow-up, coordination, and closure of TPM findings and corrective actions in coordination with project teams, implementing partners, and relevant stakeholders.

4. Capacity Building and Technical Support

  • Provide training and technical support to project staff and partners on M&E concepts, tools, and techniques.
  • Support the development of M&E capacity within local organizations and communities.
  • Promote the use of M&E data for evidence-based decision-making and adaptive management.
  • Based on the monitoring and evaluation data, support the project in developing performance improvement plans.


5. Coordination and Collaboration

  • Coordinate with deputy project managers, technical specialists, and partners to ensure the effective implementation of M&E activities.
  • Participate in M&E working groups and forums to share knowledge and best practices.
  • Liaise with donors and other stakeholders on M&E-related matters.
