About the Region

The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. About the Country/Multi-Country Office

The East Asia and Pacific Multi-Country Office (EAPMCO), headquartered in Bangkok, supports UNOPS operations across 24 countries in Southeast Asia, Northeast Asia, and the Pacific. Established in January 2023, EAPMCO provides strategic direction, operational support, and quality assurance to ensure the efficient and effective delivery of projects across its portfolio. EAPMCO implements initiatives in priority areas such as energy transition, climate change, and sustainable development, drawing on UNOPS' core expertise in human resources, procurement, infrastructure, fund management, and programme management.

About the Project Office

Established in 2016, UNOPS Philippines supports the government and development partners in advancing sustainable development through services including sustainable procurement, project and grant management, infrastructure, and logistical support. UNOPS projects in the Philippines focus on key areas such as governance, justice, health, and infrastructure, with a strong emphasis on capacity building, community resilience, and accelerating progress toward the Sustainable Development Goals (SDGs).

Job Specific Context

The Partnership for Peace and Development in Mindanao (PPDM) Programme, known as EU4BARMM, is a European Union-funded initiative supporting peacebuilding, institutional strengthening, and inclusive governance in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The programme operates across multiple thematic work packages addressing the tri-justice system — encompassing formal, Shari'ah, and customary justice systems — which reflects the region's socio-cultural, historical, and constitutional identity under the Bangsamoro Organic Law.

The programme's interconnected work packages create both an opportunity and an imperative for a coherent, system-wide monitoring and evaluation approach. Given the interdependencies across tri-justice interventions, fragmented monitoring carries significant risks to programme coherence, results quality, and evidence generation. External reporting requirements — including alignment with UNDP-managed components — further underscore the need for a unified, rigorous results architecture.

Within this context, UNOPS requires a Monitoring and Evaluation Specialist to provide crosscutting, on-demand technical M&E support across all programme work packages, ensuring that the programme's Theory of Change (ToC) and Results Framework (RF) are operationalized consistently, that data collection and reporting are methodologically sound, and that evidence and learning are systematically generated and applied to programme adaptation, while overall oversight and accountability for results management remain with the programme team.


Role Purpose

The Monitoring and Evaluation Specialist provides targeted, on-demand technical M&E support across all tri-justice work packages of the EU4BARMM programme. The incumbent operates as part of the programme's crosscutting advisory and quality assurance layer, functioning under the supervision of the Tri-Justice M&E Focal Point and in close coordination with the M&E Assistant and programme team, providing intermittent, on-demand technical inputs. The overall oversight and accountability for results management remain with the programme team.

The Specialist supports the development and operationalization of a programme-wide Theory of Change and Results Framework, ensures consistency in indicator development, monitoring tools, data collection approaches, data quality assessment, and reporting of outcome and output performance indicators. The role also contributes to lessons-learning and adaptive management processes, and provides evidence- and learning-based input to reporting and communication, visibility, and donor reporting requirements. The role further ensures alignment with external reporting obligations, including those stemming from coordination with UNDP-managed programme components, without assuming direct responsibility for implementation or results ownership.


Functions / Key Results Expected

Reporting to the Senior Project Manager, the Monitoring and Evaluation Specialist will be responsible for:


1. Theory of Change and Results Framework Operationalization

  • Provide technical support to the development, finalization, and operationalization of the programme’s Theory of Change (ToC) and Results Framework (RF) ensuring alignment across all programme work packages, ensuring logical consistency, evidence-based assumptions, and clear pathways from outputs to outcomes.
  • Ensure the Results Framework is structured to track and report on the programme's contributions to the Sustainable Development Goals (SDGs), specifically SDG 5 (Gender Equality), SDG 10 (Reduced Inequalities), SDG 11 (Sustainable Cities and Communities), and especially, SDG 16 (Peace, Justice and Strong Institutions).
  • Advise on the development and refinement of indicators across work packages, ensuring consistency, measurability, and alignment with programme outcomes.
  • Provide guidance on the integration of monitoring approaches, data collection methods, and reporting structures across work packages.
  • Advise on the alignment of the Results Framework with external reporting requirements, including coordination with UNDP-managed programme components.


2. Indicator Development and Monitoring Tool Design

  • Support work package teams in the development of SMART (Specific, Measurable, Achievable, Relevant, Time-bound) indicators at output and outcome levels, ensuring consistency with the programme-wide Results Framework.
  • Provide technical guidance on the design and refinement of monitoring tools and data collection instruments appropriate to the nature and context of each work package.
  • Advise on data quality standards, including protocols for data collection, verification, and validation.
  • Advise on methodological approaches for measuring results in complex, pluralistic justice sector contexts, including the use of qualitative approaches where appropriate.
  • Ensure that gender-disaggregated data collection is embedded in monitoring tools across all work packages, in alignment with SDG 5 commitments and programme gender mainstreaming objectives.


3. Crosscutting M&E Support to Work Packages

  • Provide targeted, on-demand M&E technical assistance to individual work packages, aligned with defined programme milestones and reporting cycles.
  • Validate work package outputs against established programme indicators and quality standards, providing structured technical feedback.
  • Provide technical guidance on data collection, analysis, and results synthesis at key programme stages.
  • Coordinate with work package focal points and the M&E Assistant to ensure regular and consistent data flows into programme-level monitoring systems.
  • Identify and escalate risks related to data quality, monitoring gaps, or misalignment with the Results Framework to the M&E Focal Point in a timely manner.


4. Monitoring and Reporting at Key Programme Stages

  • Design stage: Provide technical support to the development and refinement of the ToC, RF, and indicator frameworks during programme planning and work package inception phases.
  • Implementation stage: Provide technical guidance on indicator tracking, performance monitoring, and periodic RF validation throughout programme implementation.
  • Reporting stage: Provide technical support to the consolidation of results data, synthesis of monitoring findings, and preparation of narrative inputs for progress reports, donor reports, and results-based management frameworks.
  • Ensure M&E inputs to programme reporting are evidence-based, analytically sound, and aligned with the programme's Results Framework and SDG contributions.
  • Contribute technical inputs to programme reviews, mid-term evaluations, and final evaluations as required.


5. Knowledge Management, Learning, and Adaptive Management

  • Provide technical support to the design and facilitation of pause-and-reflect exercises, after-action reviews, and lessons-learning events with the programme team and implementing partners, as required.
  • Document and systematize lessons learned, good practices, and emerging evidence from programme implementation for application to adaptive management processes.
  • Provide timely, evidence-based recommendations for adaptive management and programme decision making.
  • Contribute evidence- and learning-based narrative inputs to programme communication, visibility, and knowledge products.
  • Support the dissemination of M&E findings and learning products to relevant stakeholders, including national counterparts, implementing partners, and donors.


6. External Reporting Alignment and Coordination

  • Advise on the alignment of programme M&E frameworks and reporting outputs with external reporting requirements, including UNDP-managed programme components.
  • Support inter-agency coordination on results reporting and data sharing in line with  programme accountability and reporting arrangements, including requirements of relevant governance and oversight bodies.
  • Advise the M&E Focal Point and Programme Manager on the alignment of programme indicators and reporting with EU results frameworks, SDG monitoring standards, and applicable UN reporting guidelines.
  • Serve as resource person in selected capacity development activities across work packages, providing technical inputs on M&E concepts, tools, and approaches, as required.


7. Supervision and Programme Coordination

  • Report directly to the Tri-Justice M&E Focal Point for technical supervision of M&E activities; work in close coordination with the programme team, which retains overall oversight and accountability for results management.
  • Collaborate with the M&E Assistant to provide technical guidance on data collection, monitoring tool management, and results documentation.
  • Coordinate with the crosscutting advisory team — including the Justice Sector Institutional Adviser, Gender Specialist, and Communications Specialist — to ensure integrated, coherent programme-level inputs.
  • Prepare brief periodic M&E advisory notes summarizing findings, risks, and recommendations for adaptive management, as required by the M&E Focal Point.
  • Participate in programme coordination meetings, progress review sessions, and quarterly adaptive management reviews.

Education Requirements

Required

  • Bachelor’s degree (or equivalent) in Monitoring and Evaluation, Development Studies, Statistics, Social Sciences, Public Policy, or related fields with 9 years of relevant experience OR

  • Master’s degree (or equivalent) in any of the above or related fields with 7 years of relevant experience is required


Desired

  • Formal certification in results-based management, programme evaluation, or a recognized M&E methodology (e.g., OECD-DAC, USAID, UNDP RBM frameworks).

  • Graduate-level training or demonstrated experience in mixed-methods research, qualitative data analysis, or participatory evaluation approaches.

Experience Requirements

  • Relevant experience is defined as progressively responsible professional experience in monitoring and evaluation within development or peacebuilding programmes.

  • Demonstrated experience in developing and operationalizing theories of change and results frameworks in complex, multi-component programme environments is required.

  • Proven track record in indicator development, monitoring tool design, data quality assessment, and results-based reporting is required. 

  • Experience facilitating participatory learning, pause-and-reflect, or after-action review processes with programme teams and implementing partners is required.

  • Experience preparing M&E inputs to donor reports and supporting alignment with SDG monitoring frameworks is required.


Desired

  • Experience working in rule of law, access to justice, or governance programmes in fragile or conflict-affected settings.
  • Familiarity with the Philippine development context, BARMM governance structures, or Bangsamoro peacebuilding processes.
  • Prior engagement with UN system organizations, EU-funded programmes, or multilateral development programmes.
  • Experience coordinating M&E across multiple implementing partners or in a joint programme context involving more than one UN agency.
  • Familiarity with EU results frameworks and external reporting requirements for EU-funded development programmes.
  • Experience of working in multicultural environments or UN system organizations in a developing country is desired.
