About the Group

The Legal Group (LG) advises UNOPS management, project offices, regional offices and other specialized units within UNOPS on institutional, commercial, and administrative law matters. Legal Advisors at UNOPS provide legal advice in the areas of public international law, dispute resolution, commercial law and administrative law. This legal advice spans various topics, including host-country agreements, privileges and immunities, disputes with external parties, administrative/HR law, partnership agreements, grants, procurement contracts, and the establishment of hosted initiatives, joint programs, and multi-donor trust funds. It also involves working with outside counsel, pro bono law firms, and the UN Office of Legal Affairs (OLA) as needed.

Job Specific Context

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world.  UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects.  Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations. 


Legal Group (LG) advises UNOPS management, project offices, regional offices and other specialized units within UNOPS on institutional, commercial, and administrative law matters. Legal Advisors at UNOPS provide legal advice in the areas of public international law, dispute resolution, commercial law and administrative law,  advising on a wide range of legal matters,  such as host-country arrangements, privileges and immunities, disputes with external parties, administrative/HR law matters, engagements, partnership agreements, grants, procurement contracts and set-up of hosted initiatives, joint programmes and multi-donor trust funds, in collaboration with outside counsel, pro bono law firms and the UN Office of Legal Affairs (OLA) where required. 

Role Purpose

The Institutional Law Practice within LG is responsible, inter alia, for providing general legal advice on matters related to public international law, privileges and immunities, advising on the status of UNOPS in different countries, reviewing and negotiating host-country arrangements with member states, managing claims filed before local state courts, as well as proceedings and requests for information from local authorities.


The Legal Intern, Institutional reports to the Legal Specialist, Institutional.

Functions / Key Results Expected

Under the guidance of the Legal Specialist Institutional, the Intern will focus on the effective administration and compliance of institutional legal documentation, including assisting with the organization of UNOPS Host Country Arrangements (HCAs) and related records, and contributing to accurate and up-to-date legal files in accordance with internal policies and compliance requirements. 


Key responsibilities include: 

  1. Legal documentation and records management, such as assisting with the administration and record-keeping of HCAs,  including reviewing records for completeness, consistency, and proper classification of files, as well as tracking key dates (e.g., entry into force).

  2. Administrative support for compliance activities, including required filings with the United Nations Treaty Section.

  3. Legal templates and guidance notes support, including organizing, updating, and maintaining standard legal templates and guidance notes.

  4. Knowledge management support, such as curating legal resources, FAQs, and internal guidance materials on the intranet.

  5. Information systems support, including contributing to the development and maintenance of legal information management and tools, such as internal dashboards and intranet sites. 

  6. System testing and user support, such as assisting with testing updates to legal tools and collecting user feedback for improvements.

  7. Perform other related tasks, in support of the ILP and LG. 

This internship will offer a valuable opportunity to gain practical experience in public international law within the United Nations context. The Legal Intern, Institutional will receive hands-on exposure to key institutional legal matters, including privileges and immunities and HCAs, thereby developing a solid understanding of the legal framework and operational environment of UNOPS globally. The position will be fulfilled on a full-time basis (8 hours per day) for a period of six months, with possibility for extension for the same period.

Education Requirements

Required:

  • Applicants must be pursuing a Bachelor’s degree and have successfully completed at least two years of study, or be pursuing a Master’s degree or a Ph.D. (or equivalent), within the areas of law or international relations or similar.
  • Applicants may also have graduated from such studies within three years prior to the internship application date.


Desired:

  • Area of study should preferably be in Public International Law.


Experience Requirements

Desired:

  • While no prior work experience is required, some experience with Google Workspace and some exposure to public international law through studies, research or internships would be an asset.
