About the Region

The Europe and Central Asia Regional Office (ECR), based in Geneva, is responsible for the effective management, coordination and oversight of UNOPS operations across the region. The ECR region spans the Western Balkans, Ukraine and Eastern Europe, Central Asia, South Caucasus, and Türkiye, where UNOPS works with partners to achieve sustainable impact in health, education, environmental management, housing, rule of law, good governance, economic development, and social inclusion. With a wealth of experience in procurement, infrastructure, project and grant management, UNOPS in the region directly implements projects, provides technical advisory services and capacity building to advance the Sustainable Development Goals in support of national governments.

About the Country/Multi-Country Office

Since opening in 2019, the UNOPS Austria Multi-Country Office (AUMCO) in Vienna has served as a hub for operations across 12 countries in South-East Europe, Türkiye, the South Caucasus, and Central Asia. AUMCO delivers technical expertise, operational support, and sustainable infrastructure solutions for governments, donors, and international financial institutions. Flagship initiatives include Blueing the Black Sea—a GEF and World Bank partnership to reduce pollution and promote sustainable development—and Türkiye’s post-earthquake recovery programme, enhancing protective services for women and children. In Albania, projects revitalise cultural heritage and advance digital justice, while in Kosovo, new university infrastructure supports higher education. In Georgia, AUMCO facilitates the Eastern Partnership European School and strengthens rule of law and digital health access. Across Central Asia, activities range from health system strengthening in Uzbekistan to hazardous waste management in Tajikistan. AUMCO also supports UNOPS’ global Water, Environment, and Climate portfolio, reinforcing its role as a regional and thematic centre of excellence.

About the Project Office

Since establishing its presence in Tashkent in 2023, UNOPS has been supporting healthcare infrastructure and service delivery across Uzbekistan. Key initiatives include: - COVID-19 Emergency Response – Strengthening resilience to pandemics by upgrading over 150 Sanitary-Epidemiological Committee facilities. The project delivers infrastructure improvements, diagnostic equipment, an ICT-based national epidemiological surveillance system, and expanded patient treatment capacity. - Oncology Services Development – Enhancing access to quality cancer care by equipping 14 regional hospitals with advanced medical, diagnostic, radiological, and ICT tools, establishing a national cancer registry, and providing capacity building for medical staff. - Hospital Infrastructure Design in Kashkadarya – Supporting healthcare reform through feasibility studies, site investigations, and technical designs for new hospitals in Karshi and Beshkent, aligned with national and international standards. Through these efforts, UNOPS is helping Uzbekistan strengthen its health systems and improve the quality of care for its citizens.

Job Specific Context

The Lead Construction Management Engineer will be responsible for providing technical expertise and leadership in the planning, coordination, and supervision of construction projects within Uzbekistan, focusing on healthcare infrastructure. This role requires a deep understanding of construction management principles, local building codes, and international standards, as well as the ability to effectively manage a team of engineers and liaise with various stakeholders.

This position is open exclusively to internal UNOPS candidates.


Role Purpose

The Lead Construction Management Engineer will manage construction activities, ensuring projects are completed on time, within budget, and to the required quality standards. This includes overseeing feasibility studies, design management, construction supervision, personnel management, and knowledge building and sharing.

Functions / Key Results Expected

1. General Construction


  • Plan and coordinate work activities under the guidance of the Senior Project Manager.


  • Take timely action to prevent potential delays and/or cost overruns that can be avoided.


  • Report and recommend remedial actions regarding potential delays and/or cost overruns to the Senior Project Manager.


  • Provide supervision of project work progress and quality for on-time project delivery.


  • Monitor contractor’s presence on the project site, including Bill of Quantities (BoQ)and Payment Certificates as per approved contract.


  • Provide data and information about project work to the Senior Project Manager for reporting purposes. Provide weekly and monthly reports detailing all project matters including quality, health and safety, environmental, contract management and financial, as well as any issues relating to possible delays, cost overruns, variations and any other matter as agreed with the Senior Project Manager.

2. Feasibility Study and Needs Assessment


  • Participate in needs assessments, organize preliminary studies and monitor/supervise consultants during these studies.


  • Support the review of requests for new construction and rehabilitation works.


  • Carry out assessments and prepare reports with recommendations for follow up actions.

3. Design Management


  • Assist the Procurement Manager to outline design requirements (e.g. timeline) to procure design services, including concept, preliminary and final stages where applicable.


  • Assist the Senior Project Manager to manage the design plan ensuring deliverables are available on time, and to the required quality.


  • Review the Construction documents as prepared by the design consultant for comment and approval by the Senior Project Manager.


  • Assist the procurement team with technical assistance in preparation of tender documentation and bid analysis where required.

4. Construction Supervision


  • As tasked by the Senior Project Manager, supervise construction works and administer works execution as per the contractual provisions and the design specifications.


  • Ensure quantity/quality control and time schedule consistency.


  • Verify that works are consistent with the project technical specifications and inform promptly of eventual deviations.


  • Supervise the contract management of works implementation to ensure construction works are completed on time, within budget and to the desired quality standards.


  • Oversee contract management to ensure construction works adhere to health, safety, social, and environmental standards, and are completed on time and within budget.


  • Provide regular supervision of the project work progress and quality for on time delivery.


  • Assist the Senior Project Manager in the preparation of project/contracts related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.


  • Evaluate and recommend appropriate building and construction materials.


  • Manage documentation and reporting of site expenditure and costs, including, but not limited to, contractor progress claims, and procurement of local materials.


  • Prepare and maintain site or work package records, including documentation of all phases of the project lifecycle.


  • Prepare the periodic and ad-hoc progress and security reports. Immediate reporting to management of all issues affecting progress or security.


  • Report project delivery progress against the work schedule.


  • Ensure construction plans meet guidelines and specifications of building codes and other regulations.


  • Establish, monitor, maintain and update construction work schedules.


  • Oversee surveying works, engineering control of the work, etc.

5. Personnel Management


  • Lead and motivate the team consisting of Project Engineers and Associate Project Engineers.


  • Ensure that behavioural expectations of team members are established.


  • Ensure that performance reviews are conducted fairly, accurately and in a timely manner.


  • Facilitate the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.


  • Provide oversight, ensuring compliance by team members with existing policies and best practices.


  • Ensure safety and security for all project personnel and comply with UNDSS standards.


  • Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of authority, harassment, sexual harassment and sexual exploitation and abuse. Ensure accountability for actions and perform duties in accordance with protection mechanisms and action plans, as expected by UNOPS policies, standards and commitments.

6. Knowledge building and Knowledge sharing


  • Organize, facilitate and/or deliver training and learning initiatives for project personnel on engineering-related topics.


  • Lead and conduct initiatives on capacity development and knowledge building for engineering personnel, including network development, plans, learning plans and activities, procurement practice information and best practice benchmarking.


  • Oversee team’s contributions to relevant knowledge networks and communities of practice including collaborative synthesis of lessons learnt and dissemination of best practices in procurement management.


  • Guide team’s collection of feedback, ideas, and internal knowledge about processes and best practices and utilize productively.
