About the Group

The Infrastructure and Project Management Group (IPMG) provides policy, standards guidance and support in three UNOPS service lines of Project Management, Infrastructure and Financial Management Services (Grant Support and Fund Management). IPMG leads the design and implementation of a project, programme and portfolio management (P3M) system centered around the needs of UNOPS partners, beneficiaries and frontline personnel. IPMG also drives UNOPS efforts to leverage sustainable, resilient and inclusive infrastructure and maximize local capacity through grant support management to achieve sustainable development. Through thought leadership, we aim to position UNOPS with its partners, foster innovative solutions for sustainable and inclusive development, and accelerate the achievement of the Sustainable Development Goals (SDGs). This includes speeding up the implementation of urgent infrastructure and scaling up infrastructure service delivery, particularly in relation to climate action and energy. Our delivery approach to project management, infrastructure and grant support management prioritizes development needs, empowers institutions and communities, builds partners’ capacity, champions gender equality and social inclusion and reduces environmental impact. IPMG translates policy into practice by providing strategic direction, standards and oversight, while facilitating knowledge sharing and capacity-building for UNOPS teams globally.

Job Specific Context

The incumbent will be responsible for delivering on the three areas of supporting operations, business efficiency and knowledge management, providing sound and accurate advice and support in infrastructure and project management in line with corporate standards and policies. The incumbent will be expected to effectively identify and escalate complex and high-risk matters to the PMI Team.

Role Purpose

The Infrastructure and Project Management Specialist provides authoritative advice on the application of established policies and procedures, adapting existing policies, approaches, and models to meet emerging client or project needs. 

This position reports to the Project Management & Infrastructure (PMI) Team Lead and requires close coordination with other HQ practice groups as well as Regional Office and field colleagues.The incumbent will be responsible for delivering on the three areas of supporting operations, business efficiency and knowledge management. 


For PMI this translates into daily interactions with regional, multi-country and local country offices to provide sound and accurate advice and support in infrastructure and project management in line with corporate standards and policies.The incumbent will be expected to effectively identify and escalate complex and high-risk matters to the PMI Team.

Functions / Key Results Expected

1. Operational Support


  • Establish effective working relationships with UNOPS regional, multi-country and local offices.


  • Understand UN Agencies, Bilateral and Multilateral Development Partners’ systems and structures.


  • Manage assigned engagement reviews independently and take responsibility for review process and reporting.


  • Review new engagements and engagement amendments, with a focus on identifying potential risks and opportunities in close collaboration with other reviewers and in line with corporate policy and compliance framework.


  • Comprehend and assist with application, interpretation and adoption of corporate policy, guidance and best practices regarding infrastructure and project management.


  • Provide technical advice and support to requests both from field and other corporate practice groups in both infrastructure and project management fields.


  • Review and advise on the application and management of OneUNOPS Projects to ensure appropriate and accurate data entry across UNOPS systems.


  • Work closely with other corporate practice groups and units to ensure the consistency of the advice provided during engagement acceptance process.


  • Coordinate and liaise with Regional Advisors on the engagement development process, advisory and capacity building needs including identifying risks, trends and operational efficiencies across field offices’ operations.


  • Travel to support and advise field operations on project management and implementation practices, as required.

2. Contribute to Business Efficiency


  • Coordinate and manage meetings between corporate practice groups and field offices to discuss, identify and advise on potential implementation risks.


  • Effectively communicate with PMI Team lead and team members to provide development updates, identification and mitigation of engagement risks, as well as strategies for UNOPS corporate operational efficiency.


  • Work closely with other units on system enhancements, including outlining Project Management and Infrastructure requirements and the adoption of Artificial Intelligence to improve day-to-day business operations.


  • Support corporate and cross-functional initiatives and contribute towards the development of internal policies, processes and systems that are practical, relevant and add value to organizational operations.


  • Support PMI and IPMG at large initiatives and tasks, working closely with other corporate practice groups.

3. Build and Maintain an Active Body of PMI Knowledge


  • Contribute to the dissemination and sharing of best practices regarding project management and infrastructure knowledge and information management within the team and across the organization.


  • Participate in and support with the development of Project Management and Infrastructure training to relevant field personnel and other internal clients.

Education Requirements

Required

  • Bachelor’s degree (such as BEng, BASc or equivalent) in Civil Engineering or related fields with 7 years of relevant experience OR

  • Master’s degree (such as MEng, MASc or equivalent) in any of the above or related fields with 5 years of relevant experience is required


Desired

  • A PRINCE2® Foundation/Practitioner certificate is an asset.

Experience Requirements

Required

  • Relevant experience is work in an Engineering and/or Construction management role.

  • Within the minimum of 5 years, a minimum of 4 years’ work experience in Project Management is required;


Desired

  • Experience in institutional capacity building and/or technical assistance is considered an asset;

  • Experience using software based tools is considered an asset;

  • Experience working in developing countries in an international environment is highly desired;

  • Knowledge of FIDIC contracts is an asset;

  • Experience with the UN, especially UNOPS is an asset.
