The New York Portfolios Office (NYPO) manages UNOPS' New York-based portfolios, delivering project and programme management, procurement, HR, and financial services to global partners, from the UN Secretariat to Member States. NYPO strategically positions UNOPS with these partners, fostering collaboration to achieve growth and leveraging expertise in global portfolio design and implementation. We support the broader SDGs and 2030 Agenda, primarily assisting the UN Secretariat and other New York-based UN entities with a global reach. NYPO encompasses the Peace and Security Cluster (PSC), focusing on explosive threat management, and the Sustainable Development Cluster (SDC), providing diverse operational support to the UN system in New York.

Background information - Peace and Security Cluster
The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance of PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.
Background Information - UNMAS occupied Palestinian territory Response
The PSC Jerusalem Project Unit operates as an integral part of Peace and Security Cluster structure. The Head of the PSC Jerusalem Project Unit reports to the PSC Director who provides direction and guidance. S/he is responsible for planning, implementing, monitoring, supervising and closing all projects in the country in order to support substantive partners in delivering its mandate.
In the occupied Palestinian territory (oPt), PSC’s partner is the United Nations Mine Action Service (UNMAS), and UNMAS’ representative in-country is the Chief of Mine Action Programme (CMAP). The CMAP is therefore the Head of Project Unit’s (HPU) primary stakeholder. UNOPS PSC and UNMAS have developed a delineation of responsibilities, using a responsibility matrix to define who is Responsible, Accountable, Consulted and Informed. The HPU is expected to work in close cooperation with the CMAP, ensuring that, in substance, the oPt mine action programme operates as one integrated team.

The Information Management and Analytics Specialist is responsible for the design, implementation, and maintenance of complex information management systems and architecture for the UNMAS opt programme. This role ensures the effective collection, storage, analysis, and dissemination of critical data, translating business requirements into technical solutions, and providing expert advice and training to enhance data-driven decision-making and reporting for mine action operations.

The Information Management and Analytics Specialist will support data collection and reporting for the UNMAS opt programme. Under the supervision of the IM Team Lead, the Information Management Specialist will:
Translate business requirements into functional and technical requirements, working with stakeholders to achieve consensus when needed;
Manage and maintain the programme’s IM systems and information architecture using platforms and services such as Google Cloud Platform (including Cloud SQL, BigQuery, and Data Studio in particular), ArcGIS Enterprise (ArcGIS Pro, Operations Dashboard, Survey123, Webapps, Geocortex, etc.), and manage Google G Suite and Google Drive (users, content sharing, and overseeing the Google Drive structure), among others, to facilitate sustainable and insightful information management solutions.
Ensure efficient implementation of assigned programmes and activities, focused on system design, planning, and delivery of the UNMAS programmes global IMS, which is based on ArcGIS Enterprise, to facilitate digitized processes supporting the collection, storage and analysis of data.
Coordination and Training
Support in the context of partnership building and consensual decision-making;
Contribute to the development and maintenance of technical documentation, guidance, templates and training materials.
Present IM products and processes to external audiences and engage in liaison and coordination with external partners
Conduct training and other capacity building activities for PSC personnel and relevant stakeholders on the use of information management, knowledge management and analytics tools.
Analysis and Data Responsibilities
Collect data requirements and identify data sources that can be used within tools to support decision making processes.
Ensure high data quality standards, data verification procedures implementation and updates, development of relevant guidelines and documentation;
Facilitate the integration and use of key data sources across PSC’s systems landscape.
Develop various types of information and analytical products used within dashboards and ArcGIS web applications.
Provide advice to senior management and help to create special IM projects for use by the Programme or Operations unit.
Ensure that the management of IMS content, users, and groups aligns with data security and safety SOPs (protocols). Recommend adapting protocols if data security is found to be insufficient or at risk.
Searching for innovative remote-sensing and AI data analysis solutions to meet the program's data product needs.

Facilitate the engagement and provision of high-quality results and services of the Information Management team supervised through effective work planning, performance management, coaching, and promotion of learning and development;
Support the oversight, ensuring compliance by team members with existing policies and best practices.

Relevant experience is defined as experience in design and implementation of complex IM systems (data architecture, enterprise architecture, processes and workflows).
Experience in data management (data modelling, database design, migrations, development and management of technical documentation and knowledge management processes, etc.) is required.
Experience in designing, developing, deploying, and managing ArcGIS Survey123 forms and workflows, including XLSForm development, smart forms, data validation, automation, and integration with ArcGIS Enterprise/ArcGIS Online, is required.
Desired
Python or any relevant scripting experience (JavaScript, etc.) is desired.
Experience working with or supporting a National Mine Action Centre (NMAC) or National Mine Action Authority (NMAA), including the implementation or strengthening of national mine action information management systems and reporting processes, is desired.
Knowledge of GESI or DEI considerations in information management, data systems, or analytics contexts is desired.
