Job Specific Context

The United Nations Global Service Center (UNGSC) under the Department of Operational Support (DOS) and through this FA aims to continue the maintenance of technical delivery and support team in Valencia and Brindisi. This support includes the operation, maintenance and continuous improvement of critical technical infrastructure, data centre facilities, infrastructure monitoring systems, and IoT/OT-enabled services. To support the implementation of these solutions, technical capacity is required for project management, business analysis, data and software architecture design, requirements documentation and validation, configuration/design specification, and systems analysis. In conjunction with UNGSC, the technical teams are responsible for design, maintenance, and documentation of an architectural framework for each development project. 


The Service for Geospatial, Information and Telecommunications Technologies (SGITT) at the UNGSC provides a critical role as the as the resilient operational hub for the support and delivery of technology services and solutions to field operations and a broad range of Secretariat and United Nations system clients.  As a unified, singular service provider, SGITT provides reliable, resilient and innovative, geospatial, communications and information technology services, including centralized connectivity, hosting and monitoring support, ensuring that staff members in field missions and at Headquarters have access to critical enterprise systems. 


The Infrastructure Operations Section (IOS), Technical Infrastructure Support Unit (TISU), mandate is to provide a highly specialized, professional and operational workforce to maintain two Tier 3 Certified Data Centre Critical Facilities, including electrical, electromechanical, automation, IoT/OT sensor and monitoring infrastructure, through which key telecommunications and information technology services are supported for the UN Secretariat, agencies, funds and programmes.

The Unite Field Remote Infrastructure Monitoring (FRIM) platform is a robust and scalable ecosystem based on Internet of Things (IoT) technology and used to support infrastructure monitoring, operational visibility, and data-driven decision-making. 


UNOPS has signed an agreement to support UNGSC to support data center operations and IOT - FRIM support. 

Role Purpose

UNOPS ICT Associate supports a diverse and complex portfolio of electromechanical and automation Infrastructure systems, Industrial IoTs system designed to maintain the optimum environmental conditions for the operation of all telecommunications and IT equipment to ensure full availability, continuous and year-round Operational Resiliency and business continuity for Data Center clients.

Functions / Key Results Expected

Under the overall supervision of the UNOPS Senior Programme Manager, the incumbent works under the operational guidance of the Chief, Infrastructure Operations Section (IOS) Infrastructure Operations Section, and Chief of Technology Infrastructure Support Unit (TISU) at the UN ICT Facility in Valencia, Spain. The ICT Associate – Electrical Engineering and IoT/OT Infrastructure Support will administratively report to designated UNOPS team lead and will be responsible for following:

1. Maintenance of Critical Data Centre Infrastructure

  • Perform, support and coordinate preventive and corrective maintenance to ensure the reliability, safety, and optimal performance of data centre infrastructure.
  • Monitor infrastructure systems, analyze alarms and trends (via BMS, SCADA, and other monitoring platforms), identify faults, and implement swift corrective actions or escalate as required to minimize downtime.
  • Support the installation, testing, configuration, and commissioning of critical infrastructure equipment including HVAC, UPS, generators, transformers, switchgear, and fire suppression systems.
  • Install and maintain physical access control systems. Act as the designated Fire Warden for the data centre and technical areas during emergencies.


2. Electrical Systems Support

  • Carry out complex diagnostics, testing, and fault isolation on electrical distribution systems, panels, breakers, and grounding systems to ensure technical compliance and safety standards.
  • Support energy efficiency initiatives and power quality monitoring; conduct basic analysis of loads, consumption trends, and equipment performance.
  • Assist in the operation, maintenance, and integration of renewable energy solutions, including solar photovoltaic (PV) systems and battery storage.
  • Support compliance with electrical safety procedures, technical standards, and site operating procedures.


3. IoT and Operational Technology (OT) Systems Support

  • Install, configure, and maintain IoT/OT hardware including PLCs, microcontrollers, sensors, gateways, and industrial routers.
  • Configure and support industrial communication protocols (e.g., Modbus, BACnet, SNMP, MQTT, OPC-UA, LoRa) and manage data ingestion/tag mapping.
  • Contribute to the implementation of cybersecurity best practices and system hardening within the OT environment.
  • Perform basic server maintenance (patching, monitoring) and assist with database and API integrations for IoT/OT applications.
  • Support data validation and basic quality checks for sensor readings, tags, alarms, and dashboards.


4. Engineering Design and Project Support

  • Support engineers in developing conceptual designs documentation, technical specifications, Scopes of Work (SOW), Bills of Quantities (BOQ/BOM), and cost estimates for mission-specific and standardized projects.
  • Assist in preparing solicitation documents for infrastructure procurements and participate in the technical evaluation of vendor proposals.
  • Participate in site surveys, feasibility studies, technical reviews, and commissioning activities for electromechanical and utility systems.


5. Support to Field Missions and Operations

  • Provide specialized technical support, troubleshooting, and training for IoT/OT and infrastructure systems (power, HVAC, utility systems) deployed in field missions.
  • Undertake official travel to field missions and remote locations to lead or assist in assessments, installations, and system commissioning.
  • Provide basic guidance and knowledge transfer to mission personnel on the use and troubleshooting of deployed monitoring equipment.


6. Emergency Response, Duty Roster, and Technical Administration

  • Participate in on-call duty rosters to respond to critical infrastructure and OT system failures, performing initial diagnostics to restore services and support business continuity.
  • Maintain centralized, accurate technical records, maintenance logs, configuration baselines, and inventory equipment across all areas of responsibility.
  • Performs other duties as may be reasonably required and in line with the incumbent's scope of services above.

Education Requirements

Required

  • Secondary school diploma (or equivalent) with 6 years of relevant experience OR
  • A technical/professional diploma preferably in industrial engineering, electrical engineering, computer science or any other related field with 4 years of relevant experience OR
  • Bachelor’s degree (or equivalent) preferably in industrial engineering, electrical engineering, computer science or any other related field with 2 years of relevant experience.


Desired

  • Certification in Automation, SCADA systems, IoT/OT platforms, Industrial 4.0, AutoCAD

Experience Requirements

Required

  • Relevant experience is defined as experience in electrical engineering, industrial engineering, or infrastructure systems support or related areas. 

  • Practical experience in working with Internet of Things (IoT), Operational Technology (OT), Industrial Control Systems (ICS), and Supervisory Control and Data Acquisition (SCADA) systems is required. 
  • Experience in maintenance, monitoring, and troubleshooting of electrical and industrial infrastructure systems is required. 



Desired

  • Experience in monitoring and maintenance of fuel management systems, water monitoring systems, or similar infrastructure monitoring platforms is desirable.

  • Experience with industrial communication protocols (e.g., Modbus, LoRa, BACnet, MQTT, OPC-UA) is desirable.

  • Demonstrated ability to collaborate effectively with multidisciplinary teams and stakeholders.
