About the Country/Multi-Country Office

The New York Portfolios Office (NYPO) manages UNOPS' New York-based portfolios, delivering project and programme management, procurement, HR, and financial services to global partners, from the UN Secretariat to Member States. NYPO strategically positions UNOPS with these partners, fostering collaboration to achieve growth and leveraging expertise in global portfolio design and implementation. We support the broader SDGs and 2030 Agenda, primarily assisting the UN Secretariat and other New York-based UN entities with a global reach. NYPO encompasses the Peace and Security Cluster (PSC), focusing on explosive threat management, and the Sustainable Development Cluster (SDC), providing diverse operational support to the UN system in New York.

Job Specific Context

For  25 years, UNOPS Peace and Security Cluster (PSC) has provided portfolio, programme and project management services in the area of mine action and explosive threat management, that are reinforced by comprehensive management and oversight controls. 

 

Under this umbrella, the Cluster is responsible for the implementation of projects that, through the engagement of inputs such as personnel, third parties, assets and other resources, deliver activities that produce substantive mine action outputs. 


Project management is conducted in line with UNOPS Project Management Manual (PMM), which incorporates best practices in the field, as well with a view to quality and cross-cutting initiatives such as workforce and talent management; knowledge and information management; health, safety, social and environmental management (including compliance with IMAS 07.13 and UNOPS climate-resilience goals); diversity, equity and inclusion (DEI); gender equality and social inclusion (GESI); and the prevention of sexual exploitation, abuse and harassment (PSEAH).. This comprehensive delivery platform is implemented in accordance with partner requirements and in line with UNOPS rules and regulations through the leadership of the Cluster Director, who has the overall authority and accountability for the performance of PSC on behalf of its clients. 

Role Purpose

The Global Technical Advisor (GTA)  reports to the Operations Advisor - Ammunition and Weapon Management. The GTA strives to ensure that PSC’s operations are not only compliant with International Mine Action Standards and other relevant global frameworks, but that PSC is also striving to be at the forefront of operational best practices, championing innovation, and operational support, creating a highly effective and impactful role within PSC. In fulfilling this role, the GTA is expected to champion the integration of DEI, GESI and PSEAH standards into workplace culture, operational design, implementation, and partner oversight, consistent with UNOPS corporate commitments, the PSC GEDSI Strategy 2026-2029, and other standards that operationalize the same.

Functions / Key Results Expected

Operations – Design and Planning

  • Support PSC and relevant stakeholders in developing and refining programme and project design from an operational and technical perspective, ensuring alignment with global mine action standards and strategic objectives.
  • Provide expert operations advice to the PSC Senior Management Team.
  • Proactively research new opportunities for operational engagement, contributing to PSC’s strategic expansion and innovation.
  • Lead the design of concepts of operations for new projects and programmes, ensuring they are informed by global best practices and technical expertise. Conduct assessment missions and develop documents associated with new ETM opportunities, including resource plans and risk management plans. This includes alignment with: 
    • UNOPS operational, financial, procurement, and project management standards.
    • Health, safety, social, environmental, and information management policies.
    • UNOPS DEI, GESI, and PSEAH policies, collaborating with PSC GESI advisors to ensure that operational deployment plans, risk registers and technical field strategies are responsive to the distinct needs of affected communities.
  • Ensure environmental footprint assessments, carbon-reduction targets, and climate adaptation strategies are embedded in operational concepts, resource plans, and risk registers from the outset.
  • Ensure operational approaches and plans are informed by the unique context of each programme, leveraging global knowledge and expertise to create scalable and adaptable implementation strategies.
  • Review and provide technical input into:
    • UN-to-UN/UNOPS Project Agreements
    • Solicitation documents for contractors and grantees, including incorporating PSEAH and DEI standards, and expectations for implementing partner compliance.
    • Comprehensive human resources plans tailored to operational needs and reflecting UNOPS DEI commitments, including gender parity and Global South representation targets. 


Operations – Implementation and Monitoring

  • At the request of the PSC Senior Management Team, conduct oversight visits of ongoing programmes and projects. Identify potential risks and mitigation plans. Take note of lessons and best practices across the full operational spectrum (technical, environmental, and cross-cutting themes, including GESI and PSEAH) for portfolio-wide dissemination. 
  • Maintain strict adherence to technical standards, including IMAS, NTSGs, IATG, and MOSAIC.
  • Oversee, coordinate, and monitor global mine action operations, ensuring:
    • Quality assurance and risk management systems across the global portfolio are executed in compliance with IMAS 07.11, ensuring that field operations actively apply GESI and PSEAH safeguarding standards.
    • Environmental management practices (per IMAS 07.13) and carbon-footprint reduction initiatives are consistently applied and monitored. This includes preventing soil degradation, safely managing hazardous waste from explosive ordnance, and minimizing emissions across all operational sites and supply chains.
    • Consistent application of technical standards and innovation-driven practices in operational execution.
    • Timely and effective corrective actions for underperformance or contractual issues.


Stakeholder Management

  • Assist global forums, technical networks, and stakeholder engagements, supporting that  UNOPS PSC is recognized as a leading operator in Explosive Threat Management, and UNOPS PSC’s position on GESI and PSEAH in mine action operations are represented and advanced in these fora.
  • Collaborate with UNOPS regions to support their advancement and implementation of ETM programmes and projects. 
  • Actively identify, engage, and prioritize stakeholder networks that advance PSC’s operational objectives and strategic positioning.
  • Collaborate with relevant stakeholders to support the development, implementation, and review of technical standards and treaty obligations. This includes standards related to gender mainstreaming and social inclusion (such as IMAS 07.11), as well as environmental management and climate resilience in mine action (such as IMAS 07.13 and UNOPS environmental policies). This ensures that PSC’s operational approaches reflect and contribute to the evolution of inclusive and environmentally sustainable technical standards.


Knowledge Management and Innovation

  • Establish and lead a global community of operational experts, fostering collaboration, knowledge sharing, and the integration of gender equality and social inclusion and PSEAH standards as dimensions of operational best practice across programmes.
  • Develop, implement, and maintain systems for capturing, disseminating, and applying lessons learned and best practices across the full spectrum of explosive threat management, encompassing technical operations, environmental preservation, and cross-cutting themes such as GESI and PSEAH-related findings in field programmes.
  • Champion innovation by identifying emerging trends, technologies, and methodologies to enhance PSC’s global operations, including green technologies, low-carbon operational models, and climate-resilient mine action practices to reduce the organization's environmental footprint.
  • Design and lead initiatives for knowledge dissemination, ensuring alignment with organizational and programme objectives.


People Management

  • Guide and mentor operational staff globally, promoting a culture of professionalism, collaboration, and innovation.
  • Ensure training and development plans address technical, operational, and leadership growth needs to support the full spectrum of explosive threat management, inclusive leadership and DEI competencies. Ensure that all ICS-10 and above operational staff under the GTA’s management responsibility include relevant cross-cutting objectives (such as safety, environmental management, and DEI) in their PER/PRA, in line with UNOPS corporate requirements.
  • Conduct regular performance reviews, address issues promptly, and celebrate achievements to maintain morale and productivity.
  • Create, foster, and role-model a culture of respect, inclusion, and zero tolerance for discrimination, harassment, and sexual exploitation and abuse. Demonstrate visible and accountable leadership on PSEAH, ensuring that prevention and response mechanisms are known to and accessible by all personnel under the GTA’s monitoring and oversight responsibility.

Education Requirements

Education

  • Advanced University Degree (master's degree or equivalent) with 7 years of relevant experience; OR
  • First Level University Degree (bachelor's degree) with 9 years of relevant experience; OR 
  • Secondary school with 13 years of relevant experience.


Required Certifications

  • EOD Level 3+ qualification (in any specialist EOD activities as described in Test and Evaluation Protocol 09.30/01/2022 e.g., Bulk demolitions, guided weapons, aerial bombs etc.) is required.

(EOD qualifications must be from organisations that train and educate EOD specialists in accordance with IMAS standards. Individuals are responsible for providing proof of completion.)

Experience Requirements

Relevant experience is defined as operations experience in a military, law enforcement, humanitarian, post-conflict, or development context.

  • A minimum of 5 years of proven and applicable experience (within the past 10 years) in explosive threat management is required, in particular, experience managing at least 3of the following activities:
    • Humanitarian Mine Action (HMA)/ Explosive Threat Management, including demining, improvised mines, underwater, battle area clearance (BAC), and EOD in operational settings (IMAS 09.10 and T&EP 09.30);
    • HMA-specific Mechanical Mine Clearance, including Mechanical clearance, Mechanical Ground Preparation, Mechanical-assisted clearance, Rubble removal and clearance operations;
    • IED Threat Mitigation, including IEDD and High Risk Search in operational settings (IMAS T&EP 09.30);
    • Physical security/stockpile management (PSSM) or weapons/ammunition management (WAM) per IATG and MOSAIC standards;
    • Stockpile destruction or Disarmament, Demobilization, and Reintegration (DDR) weapons disposal.
  • A minimum of 3 years of experience (within the past 10 years) managing people is required. 

(Experience providing technical mentorship, advisory support, or informal leadership to field teams will be considered where formal line management structures were not in place.)

  • Experience applying the following standards is required:
    • International Mine Action Standards (IMAS)
    • International Ammunition Technical Guidelines (IATG)
    • IMAS Level 3+ IEDD Advanced (T&P 09.31/01/2019)
  • Experience applying the following standards is desired:
    • Modular Small Arms Control Implementation Compendium (MOSAIC) 
  • Experience using information management systems such as the Information Management System for Mine Action (IMSMA) is required.
  • Experience applying environmental management standards (specifically IMAS 07.13) and implementing carbon-footprint reduction or climate adaptation initiatives in humanitarian or post-conflict field operations is desired.
  • Experience integrating gender equality and social inclusion (GESI) and PSEAH/safeguarding standards into operational programme design, quality assurance systems, or implementing partner oversight is desired.
