About the Region

The UNOPS Africa Regional Office, based in Nairobi, Kenya, oversees the delivery of over 250 projects across 40 countries, with a focus on fragile and conflict-affected settings. About the Country/Multi-Country Office

Based in Tunis, the North Africa Multi-Country Office (NAMCO) oversees operations in Algeria, Egypt, Libya, and Morocco, delivering project management, financial services, infrastructure, procurement, and human resources support. With active project offices in Morocco and Libya, NAMCO works in close partnership with governments, NGOs, and international financial institutions to advance socio-economic development across the region. NAMCO’s portfolio spans health, justice, climate action, and environmental preservation, while promoting youth and women's empowerment through improved access to education and employment opportunities. Key initiatives include: supplying digital learning materials for Tunisian schools (World Bank), supporting Tunisia’s national development plan (AICS), enhancing maritime border management (EU), delivering high-tech health equipment to 75 hospitals (World Bank), supporting resilient agriculture in Libya (IFAD), and advancing vocational training in Morocco (KOICA). Job Specific Context

Le/la Security expert & shifts coordinator sera chargé·e de superviser, tant sur le plan administratif que technique, les agents de sécurité recrutés pour travailler avec la Banque mondiale en Tunisie. Dans ce cadre, il/elle organisera et suivra les rotations et les horaires de travail, veillera au respect des consignes et procédures de sécurité, coordonnera les formations, et gérera les congés ainsi que les remplacements si nécessaire. L’UNDSS et le département de sécurité corporative de la Banque mondiale fourniront à l’UNOPS des orientations afin d’assurer le respect des réglementations nationales en vigueur.

Role Purpose

L'Expert en Sécurité et Coordinateur des Shifts est responsable de la supervision administrative et technique des agents de sécurité, de l'organisation des shifts, du respect des procédures de sécurité, de la coordination des formations et de la gestion des absences et des remplacements, garantissant ainsi un environnement sûr et sécurisé pour les opérations de la Banque Mondiale en Tunisie.

Functions / Key Results Expected

1. Supervision et Coordination des Agents de Sécurité


  • Superviser et coordonner les activités quotidiennes des agents de sécurité affectés aux opérations de la Banque Mondiale en Tunisie.


  • Assurer le respect des consignes et procédures de sécurité établies par l'UNDSS et le département de sécurité corporative de la Banque Mondiale.


  • Effectuer des inspections régulières des sites pour identifier les lacunes en matière de sécurité et proposer des mesures correctives.


  • Gérer les incidents de sécurité et rédiger des rapports détaillés.

2. Organisation des Shifts et Gestion des Horaires


  • Organiser et suivre les rotations et les horaires de travail des agents de sécurité, en tenant compte des besoins opérationnels et des contraintes de personnel.


  • Gérer les demandes de congés et les absences, et organiser les remplacements nécessaires pour assurer une couverture continue.


  • Optimiser l'utilisation des ressources humaines pour garantir une efficacité maximale.

3. Coordination des Formations et Développement des Compétences


  • Identifier les besoins en formation des agents de sécurité et coordonner la mise en œuvre des programmes de formation appropriés.


  • Assurer la mise à jour des compétences des agents de sécurité en matière de procédures de sécurité, de premiers secours et d'utilisation des équipements de sécurité.


  • Évaluer l'efficacité des formations et proposer des améliorations.

4. Gestion Administrative et Reporting


  • Assurer la gestion administrative des agents de sécurité, y compris la tenue des dossiers de personnel, le suivi des contrats et la gestion des absences.


  • Préparer des rapports réguliers sur les activités de sécurité, les incidents et les performances des agents de sécurité.


  • Assurer la liaison avec l'UNDSS et le département de sécurité corporative de la Banque Mondiale pour garantir le respect des réglementations nationales en vigueur.

Education Requirements

Requis: Licence / maitrise en sécurité , criminologie ou toute autre discipline avec 2 ans d’expérience pertinente, ou Master en sécurité ou toute autre discipline 

Experience Requirements

Required

  • Une expérience pertinente dans les domaines de la gestion de la sécurité, des forces de l’ordre, du secteur militaire ou de domaines connexes est exigée.


Desired

  • Expérience de travail avec des organisations internationales ou des agences des Nations Unies. 

  • Expérience dans la gestion de la sécurité dans des environnements complexes ou à haut risque.
