About the Region

The UNOPS Middle East Region (MR) provides strategic leadership, performance oversight, and support to UNOPS operations across Iraq, Jordan, Lebanon, Syria, Yemen, and the State of Palestine. MR is responsible for positioning UNOPS as a key development partner in the region through high-level engagement with regional bodies, UN coordination mechanisms, development banks, donors, and intergovernmental organizations. UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. It is the focal point for all urbanization and human settlement matters within the UN system. The United Nations Human Settlements Programme (UN-Habitat) is the United Nations agency for human settlements. UN-Habitat’s mission is to promote transformative changes in cities and human settlements through knowledge, policy advice, technical assistance and collaborative action to leave no one and no place behind. UN-Habitat works through a medium-term strategy approach. It has recently completed the Strategic Plan 2020-2025, and started working on the Strategic Plan 2026-2029, and produced a pre-final draft in February 2025, which introduces a strategic focus for 2026-2029 on: adequate housing, land, basic services for all, including the urgent transformation of informal settlements and slums.


With the aim of achieving impact on peoples’ lives, and to focus on sustainable urbanization, the new strategic plan for 2026-2029, adding value to the efforts of the United Nations and the broader multilateral system, seeks to address global challenges mirrored by three impact areas: a) equitable and inclusive prosperity for poverty eradication; b) preparedness, response, recovery and reconstruction; and c) environment and climate action. 


As part of its crucial humanitarian and development work worldwide, UN-Habitat presents concrete examples of its engagement with partners working in the field of transport planning, service delivery and urban safety monitoring. Moreover, in humanitarian contexts UN-Habitat has been coordinating GIS and data-science based urban and neighborhood profiling in order to prioritize short-term humanitarian interventions and longer- term urban recovery efforts.

About the Project Office

UNOPS supports both humanitarian response and early recovery in Gaza. Currently, UNOPS support in Gaza focuses on key humanitarian enablers, including on access, via the Security Council-mandated UN 2720 Mechanism and the Access Support Unit (ASU), humanitarian fuel and energy, and mine action. Operations are envisaged to continue in the coming period with a focus in line with the UNOPS mandate: (i) infrastructure construction and rehabilitation, (ii) procurement and (iii) project management.

Job Specific Context

As part of the Business Development and Economic Empowerment Track under the QUDSI-R4R project, UN-Habitat aims to strengthen the operational capacity, business performance, and sustainability of project-supported stakeholders and affiliates in the Old City of Jerusalem.


Capacity building constitutes a key component of this effort. To support project beneficiaries and affiliated initiatives, the project will implement five (5) targeted trainings courses designed to enhance practical skills related to (1) social media marketing, (2) photography, videography, and content creation, (3) Basic Graphic Design, (4) Developing Business Products & Services, and (5) Business Management Skills relevant to the project’s economic empowerment objectives.


Each training course will be structured to combine group-based learning sessions and individualized mentoring support sessions, enabling participants to both acquire knowledge and apply it to their specific operational contexts. Each training course will include:

  • Six (6) group training sessions, and

  • Two (2) individual mentoring sessions for each participating entity or participant,


The estimated duration for each session is around three (3) hours. Group sessions will focus on delivering core training content and facilitating peer learning, while individual sessions will provide tailored guidance to support participants in applying the training concepts to their own initiatives or businesses.


To ensure effective planning, coordination, and delivery of these trainings, UN-Habitat seeks to recruit a Training Coordinator (Individual Consultant) responsible for overseeing the full lifecycle of the training courses, including preparation, coordination with trainers, logistical arrangements, participant management, and monitoring of training outcomes.


The Training Coordinator will work closely with subject-matter trainers responsible for delivering the training content. Through this role, the Training Coordinator will ensure that all trainings are well-structured, operationally organized, and effectively implemented, enabling participants to acquire practical knowledge and strengthen the sustainability of their initiatives.

Role Purpose

The Training Coordinator will oversee the end-to-end coordination of five (5) training courses, including preparation, curriculum alignment, trainer coordination, logistics management, and monitoring of learning outcomes. The consultant will ensure that each training is effectively organized and delivered through a structured format consisting of six group training sessions and two individual mentoring sessions, supporting both knowledge transfer and the practical application of training concepts.


The role aims to ensure that project trainings are well-designed, effectively delivered, and aligned with the strategic objectives of the QUDSI-R4R project, while strengthening the capacity of project beneficiaries and affiliated entities.

Functions / Key Results Expected

1. Strategic Training Preparation

  • Define clear objectives and expected learning outcomes for each of the five training courses.

  • Review target audiences and assess their training needs and capacity levels.

  • Ensure that training activities respond to the operational and business development needs of project beneficiaries and affiliates.

  • Establish measurable learning outcomes and indicators for each training course.


2. Trainers and Facilitators Coordination

  • Prepare the Terms of Reference (ToRs) to recruit trainers responsible for delivering the five trainings.

  • Identify qualified trainers with relevant expertise in the trainings subject areas.

  • Coordinate the trainer recruitment and contracting process in collaboration with the project and operations teams.

  • Lead the onboarding of contracted trainers, including briefing them on project objectives, target audiences, training structure, and expected deliverables.

  • Request trainers to prepare,submit, follow-up and report on training curricula, session plans, and learning materials in accordance with the training objectives and project requirements.

  • Coordinate scheduling and preparation of training sessions with trainers.


3. Training Curricula Review and Validation

  • Review and evaluate curricula submitted by trainers to ensure alignment with training objectives, target audience capacity and context, project scope and donor requirements.

  • Provide feedback and request revisions where necessary to ensure the quality, relevance, and practicality of training content.

  • Ensure that curricula incorporate practical, applied, and interactive learning approaches, including case studies, exercises, and real-life examples from the QUDSI project field.

  • Verify that the applied curricula clearly define learning objectives, session structure, and expected outcomes for both group sessions and individual mentoring sessions.


4. Training Content Structuring and Alignment

  • Coordinate with trainers to ensure that the proposed curricula translate into clear,structured, high quality training agendas and session plans.

  • Ensure consistency and logical progression across the training sessions.

  • Verify alignment between group training sessions and individual mentoring sessions within each training course.

  • Coordinate preparation and consolidation of training materials, including presentations, exercises, and supporting documentation.

  • Ensure training materials are prepared and finalized prior to the delivery of each training.


5. Training Logistics and Implementation Support

  • Coordinate logistical arrangements for all training activities, including venue selection or online platforms.

  • Ensure training venues are adequately prepared as well as properly arranged and equipped.

  • Coordinate on-line and off-line preparation of training materials and technical equipment.

  • Organize room layout, accessibility arrangements, and logistical requirements.

  • Coordinate the scheduling and implementation of all training session courses across the five trainings, including:

  • six (6) group sessions per training, and

  • two (2) individual mentoring sessions per participant or participating entity.

  • Coordinate with trainers and participants to schedule individual mentoring sessions and ensure their timely completion.

  • Coordinate with trainers to ensure the successful and full execution of documented high quality training sessions.

6. Participant Coordination and Management

  • Finalize participant lists in coordination with the project team.

  • Communicate training objectives, agendas, and expectations to participants prior to training sessions.

  • Manage participant registration, attendance tracking, and engagement during training activities; with emphasis on pre-during-post training; and make continuous adjustments as/if needed.

  • Ensure participants understand the structure of group sessions and individual mentoring sessions.

7. Administrative and Financial Coordination

  • Prepare registration forms, attendance sheets, and training documentation tools.

  • Coordinate pre-training, mid-training and post-training assessments linked to learning outcomes.

  • Support preparation and distribution of participation certificates.

  • Coordinate administrative and procurement arrangements related to training implementation.


8. Quality Assurance and Risk Management

  • Review training materials prior to delivery to ensure quality and consistency.

  • Conduct internal reviews of training plans where necessary.

  • Identify potential operational or logistical risks and prepare contingency measures.

  • Ensure effective coordination between trainers, project teams, and participants.


9. Monitoring, Evaluation, and Follow-Up

  • Define indicators to monitor training outcomes and participant engagement.

  • Collect and analyze participant feedback on training relevance and effectiveness.

  • Review pre-  mid and post-training assessment results to measure learning outcomes.

  • Prepare training completion reports summarizing results, lessons learned, and recommendations.

  • Support follow-up mentoring or coaching activities where relevant.


Deliverables:

The Training Coordinator is expected to contribute to the successful completion of the following deliverables:


  • D1: Strategic Training Preparation Report, that contains Training needs assessment identifying target participants and learning objectives with measurable learning outcomes and indicators for each of the five trainings.

  • D2: Trainers and Facilitators Coordination Report that contains a  Terms of Reference for trainers and completed recruitment and onboarding of trainers for each of the five trainings courses; as well as identified potential trainers, contracts of trainers, on-boarding  material, and final schedule of the training courses.

  • D3: Training Curricula Review and Validation Report That contains the reviewed and validated training curricula and session agendas submitted by trainers for the five training courses.

  • D4: Training Content Structuring and Alignment Report, That contains the successful and documented coordination and preparation of five (5) training courses, each consisting of six (6) group sessions and two (2) individual mentoring sessions, with each session lasting approximately three (3) hours

  • D5: Training Logistics and Implementation Support Report that contains the complete training execution documentation for all trainings, including agendas, attendance records, training materials, and session summaries.

  • D6: Participant Coordination and Management Report, that contains pre, mid, and post-training evaluation results and participant feedback summaries for the five trainings courses.

  • D7: Administrative and Financial Coordination Report that contains final consolidated training completion report summarizing attendance and training status, as well as final results, lessons learned, and recommendations.

Education Requirements

Required Education:

  • Bachelor’s degree in Business Administration, Marketing, Education Management, Project Management, or a related field.

Desired Education:

  • A Master’s degree in a related field is desired.

Experience Requirements

Required Experience:

  • Minimum of 4 years of relevant work experience with bachelor’s degree, 

OR, 

a minimum of 2 years of relevant work experience required with master’s degree.

  • Demonstrated experience in training coordination, capacity-building programs, or project coordination, including:

  • Experience coordinating professional trainings, workshops, or capacity-building programs

  • Experience coordinating trainers and external service providers

  • Experience Managing training logistics, scheduling, and participant engagement

  • Supporting monitoring and evaluation of training activities.


Desired Experience:

  • Experience working with donor-funded projects, international organizations, NGOs, or development programs is desired.

  • Experience working with SMEs, entrepreneurship support programs, business development initiatives, or cultural and tourism-related sectors is desired.

  • Experience working in East Jerusalem or the Old City of Jerusalem context is desired.
